<p>SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE</p> <p>This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.</p> <p>JOB OBJECTIVE: To receive, review and process all private development applications and related documentation for proposed development projects; answers questions, provides information, and resolves issues throughout the completion of development projects and ensures compliance with all applicable ordinances, policies and procedures.</p> <p>ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES</p> <ul> <li>Receives, reviews and processes all private development applications and related documentation submitted to ensure all required materials, including drawings and legal documents, have been submitted in compliance with application requirements and applicable ordinances, policies and procedures; notifies applicant of incomplete application information and documentation. </li><li>Schedules pre-application meetings with prospective developers, architects, engineers and other individuals to answer questions and provide information relative to the development application process. </li><li>Serves as liaison for all private development review applications and coordinates the development project throughout completion; disseminates required information to the applicant and applicable City Departments, governmental agencies, and utility companies; answers questions, provides information and tracks status of all applications to ensure responses are received in compliance with all applicable codes and development timelines; notifies applicant of specific deadlines and responses required as necessary; coordinates meetings with all applicable parties to answer questions and provide information relative to finalizing the application process as necessary. </li><li>Compiles information and prepares comments from all Departments, governmental agencies, and utility companies; submits information to applicant for review and revision of the development plans; answers questions and provides information to developers, architects, engineers, and owners regarding potential problems noted during review of the proposed development, including compliance with existing regulations and plans, and compatibility of development to characteristics of the site and the existing neighborhood; conducts research and makes recommendations for appropriate corrective action to achieve desired outcomes in compliance with ordinances, codes and regulations. </li><li>Serves as the Departmental liaison with the Mayor or Mayor's designee to answer questions and provide information relative to private development projects and related information. </li><li>Compiles information and prepares monthly status reports relative to the status of all private development projects; submits to Department Director, City Manager or the Mayor/Mayor's designee as needed. </li><li>Serves as a liaison between the City of Little Rock, citizens, neighborhoods, Chamber of Commerce, and potential business to answer questions and provide information relative to private development projects. </li><li>Conducts research and surveys other municipalities to gather information relative to specific private development issues to assist with the development of staff recommendations; compiles information and presents preliminary staff recommendations for each proposed private development project; modifies staff recommendations based upon input from Development Manager and Department Director. </li><li>Writes legal advertisements for local newspapers from Planning Commission meetings; prints or ensures the printing of planning commission agenda and minutes; sends electronic agenda and minutes to applicable personnel, boards and commissions. </li><li>Compiles information and submits all required materials including staff recommendations to applicable board or commission; attends applicable board or commission meetings to answer questions and provide technical information relative as required. </li><li>Reviews final plans for each private development plan to ensure that the plans have not been altered from those approved for development by the Planning Commission; notifies appropriate personnel of discrepancies. </li><li>Conducts site visits to inspect private development areas included in each application to identify potential issues related to the existing streets, physical features of the site, and the proposed development's compatibility with existing developments; takes photographs of proposed development areas. </li><li>Coordinates with the Graphics Division to obtain drawings of plats and plans required for private development projects; distributes drawings to appropriate City Departments, boards, commissions and outside agencies. </li><li>Prepares and sends various correspondence to developers, contractors, or owners to include confirmation notices and notices to advise of application modifications or additional information required to ensure compliance with applicable ordinances, regulations, policies and procedures. </li><li>Coordinates activities to ensure all finalized documents have been signed by appropriate individuals or agencies to include the finalized plats, bills of assurance, and other required documents; verifies all required documents are recorded with the Pulaski County Clerk's Office. </li><li>Establishes and maintains computerized files and records of proposed developments, to include preliminary and finalized plats, plans, Planning Commission hearing notes, final decisions, and related correspondence. </li><li>Operates a computer with database, spreadsheet, and word processing software to generate correspondence, memoranda, and reports. </li><li>Operates a City pool automobile in the performance of essential job functions. </li></ul> <p>SUPERVISORY RESPONSIBILITIES: None.</p> <p> </p> <p>MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS</p> <p>These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's degree in Planning, Civil Engineering, Business, or a related area; two (2) years of demonstrated experience in project management or leadership of a work project or a related area, and one (1) year of computer experience. Equivalent combinations of education and experience will be considered.</p> <p>ADDITIONAL REQUIREMENTS: </p> <ul> <li>Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position. </li></ul> <p>DISCLAIMER:</p> <p>This document does not create an employment contract, implied or otherwise.</p> <p>SECONDARY DUTIES</p> <ul> <li>Performs other related duties as required. </li></ul> <p> </p> <p>KNOWLEDGE, SKILLS AND ABILITIES</p> <ul> <li>Knowledge of the principles of urban design and planning. </li><li>Knowledge of planned zoning developments and preliminary plats. </li><li>Knowledge of the principles architecture, land surveying and concepts of engineering. </li><li>Knowledge of computer fundamentals and business software, including database, spreadsheet, and word processing software. </li><li>Skill in the operation of a computer, utilizing database, spreadsheet, and word processing software. </li><li>Skill in the operation of an automatic transmission vehicle. </li><li>Ability to read, learn, interpret, and apply City of Little Rock zoning and subdivision ordinances relating to preliminary and final plats and site plan reviews. </li><li>Ability to develop and write concise recommendations and development proposals. </li><li>Ability to research and analyze survey or narrative materials related to development projects. </li><li>Ability to read and interpret codes and ordinances related to subdivisions, zoning, and development. </li><li>Ability to read and interpret legal descriptions and architectural plans, and plats. </li><li>Ability to prepare correspondence specifying design changes required for compliance with ordinances. </li><li>Ability to identify potential problems related to development projects from plans, plats and site visits before development begins. </li><li>Ability to compile data to prepare narrative and statistical reports. </li><li>Ability to prepare and present technical information and reports. </li><li>Ability to maintain hard copy and computer files and records. </li><li>Ability to communicate effectively, both orally and in writing to diverse public audiences, various social and economic backgrounds, small and large groups of individuals, ethnicities, and knowledge-levels. </li></ul> <p>PHYSICAL REQUIREMENTS - REPRESENTATIVE OF THOSE REQUIRED TO PERFORM THE JOB</p> <p>The physical demand characteristics and activities indicated below are representative of those that will be required to successfully perform the essential functions of this job.
