<p>Salary Range: $84,179 - $123,608</p> <p>Applicants must apply online at governmentjobs. com. To be eligible for this position under this examination, all applicants must be an existing classified employee with the City of Canton and have completed their probationary period by April 1, 2025.</p> <p>General Statement of Duties:</p> <ul> <li>This is a responsible and professional position with higher-level managerial responsibilities </li><li>Perform professional work which involves the application of civil engineering, surveying, Geographical Information Systems (GIS), or project management to the design, oversight, and construction of public works projects </li><li>This position consists of professional engineering work directly involving public health and safety requiring thorough familiarity with engineering and surveying principles and practices, American Water Works Association (AWWA) standards, Ten-State standards, and Environmental Protection Agency (EPA) rules and regulations </li><li>Perform professional work of an engineering and administrative nature in assisting in the direction of the office and field staff of the Water Department </li><li>Maintain healthy relationships with Ohio EPA and expect to be actively involved with the Ohio AWWA </li><li>Direct "in-house" planning and design of public works projects, involving preparation of preliminary engineering reports and detailed construction plans and specifications </li><li>Direct and coordinate activities of department staff as they relate to engineering and related aspects of projects and department functions </li><li>Prepare funding applications and administer funds accordingly </li><li>Application of sound technical principles, practices, and judgment at various levels of project design and construction </li><li>Work must be performed in accordance with applicable laws, codes, and regulations </li><li>Assist the Department Head in developing and monitoring the department budget and handling confidential materials such as personnel files </li><li>Assist the Department Head in creating and enforcing rules and regulations for the administration of the operations of the Water Department </li><li>Assist the Department Head in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for Water Department </li><li>This position is responsible for the direction of work and manner of accomplishment of assigned personnel </li><li>Overall, the Senior Engineer is expected to be knowledgeable, thoroughly involved in, and reasonably responsible for the proper functioning of all aspects of the Water Department </li><li>This position reports to the Department Head or Assistant Department Head </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a related field as deemed acceptable by the Department Head </li><li>At least six (6) years of professional engineering experience, or an equivalent combination of education, experience and/or training as deemed acceptable by the Department Head </li><li>Possession of a license issued by the State of Ohio to practice as a registered Professional Engineer (PE) </li><li>Must possess a valid State of Ohio Driver's License at all times </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering </li><li>At least ten (10) years of professional engineering experience, or an equivalent combination of education, experience and/or training as deemed acceptable by the Department Head </li><li>OEPA Class III Water Supply certification (or willingness to obtain certification once required qualifications have been met) </li></ul> <p>Required Knowledge, Skills, and Abilities:</p> <ul> <li>Thorough knowledge of the principles and practices of civil engineering, surveying, GIS, project management, or any combination of the above as needed by the department </li><li>Thorough ability to utilize a variety of computer software, including, but not limited to AutoCAD Civil 3D, ESRI, Microsoft PowerPoint, Word, and Excel, and water modeling software </li><li>Knowledge of construction materials, methods, and safety standards as related to engineering design, construction, and related standards and specifications </li><li>Knowledge of plant process control and optimization, energy use optimization, hydraulic modeling, asset management, and preventative maintenance including knowledge of pumps, motors, valves, hydraulics, controls, and piping </li><li>Ability to plan projects and prepare related designs, estimates, and specifications </li><li>Ability to instruct subordinate engineering personnel in proper work methods and standards to the design and construction of a variety of public works projects </li><li>Skill in the use of engineering and surveying instruments and equipment </li><li>Ability to prepare technical and administrative reports </li><li>Ability to analyze situations and develop workable solutions </li><li>Ability to effectively communicate and present ideas verbally and in writing </li><li>Ability to establish and maintain effective working relationships as appropriate with elected officials, department heads, city employees, other agencies, the development, engineering, and construction community, the general public, etc. </li><li>Ability to effectively supervise assigned personnel </li><li>Proactive training and continuing professional development </li></ul> <p>Omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position</p> <p>Examples of Work:</p> <ul> <li>Assist the Department Head in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for the Water Department </li><li>Manage and supervise applicable employees in the investigation, development, and design of various types of public works projects as well as in daily operations </li><li>Assist in scheduling and supervising inspectors of public works construction projects </li><li>Review project plans, construction specifications, material testing requirements, safety standards, shop drawings, quantity measurements, change orders, etc. with inspectors </li><li>May assist the Department Head in managing and supervising the operations of the treatment plants </li><li>Assist in planning and monitoring the budgetary operations of the department and may authorize expenditures </li><li>Prepare and maintain records and reports </li><li>Establish criteria for design and construction of public works projects </li><li>Coordinate efforts as needed with various departments, agencies, representatives, and the general public </li><li>Supervise special engineering studies </li><li>Review and approve construction plans and specifications prepared by consulting engineers, the Ohio Department of Transportation, and others for the City </li><li>Ensure that plans are in compliance with applicable City codes, specifications, and other requirements </li><li>Identify problems and potential problems, and recommend solutions to senior management as necessary </li><li>Provide detailed information and guidance to employees in personnel matters </li><li>May assist in resolving employee complaints, grievances, and discipline according to the Collective Bargaining Agreement and/or the City's policies and procedures </li><li>Handle confidential materials such as personnel files and financial information </li><li>Prepare and maintain records and reports delineating the activities of the department </li><li>Assist the Department Head in the preparation of personnel items and various reports, such as state departmental audits, departmental goals and objectives, long range planning for public works projects, and applications for various funding programs </li><li>Keeps abreast of professional developments in the field of civil engineering by reading and studying journals and trade magazines, affiliation with local professional or trade organizations, and attendance to professional or trade workshops and conferences </li><li>May represent the City in contacts with other governmental jurisdictions, attorneys, utility companies, contractors, and the general public on matters pertaining to the Water Department, including various types of communication and interaction with parties interested in public works projects and related problems </li><li>May represent the Water Department before City Council, the Administration, employee organizations, the press, and civic groups </li><li>Confer with others and give professional engineering advice on a wide variety of public works improvements </li><li>Discuss operational and departmental problems with managers of other City organizations, employee groups, and individual employees </li><li>Attend meetings concerning engineering problems and public works projects and related issues </li><li>Train employees as appropriate </li></ul> <p>SHOULD TEN OR FEWER QUALIFIED
