<p>Company overview</p> <p>With an annual budget of $2.3 billion and more than 7,000 employees throughout the five boroughs, the New York City Department of Health and Mental Hygiene (NYC DOHMH) is one of the largest public health agencies in the world, serving 8 million New Yorkers from diverse ethnic and cultural backgrounds. We're tackling a broad range of public health issues with innovative policies and programs and getting exceptional results, but our work is never finished. The breadth of our innovative programs provides the widest range of choices for every member of our team.</p> <p>With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH's foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.</p> <p>The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a temporary grant-funded position ending in August 2027.</p> <p>The mission of the Bureau of Immunization (BOI) is to prevent the occurrence and transmission of vaccine-preventable diseases, such as hepatitis A, hepatitis B, measles, mumps, influenza, human papillomavirus, and invasive pneumococcal disease, through immunization. To help ensure that all New Yorkers receive recommended vaccines, BOI maintains the Citywide Immunization Registry (CIR), a database of immunizations reported to the NYC Department of Health and Mental Hygiene (DOHMH). The Data Engineer will develop computer programs to query the CIR to extract and prepare aggregate and record-level data to share with CDC and DOHMH leadership. They will work with DOHMH technical staff and CIR's software development vendor to enhance CIR applications for the COVID-19 Vaccine Program and ensure the quality and security of all CIR data.</p> <p>DUTIES INCLUDE BUT NOT LIMITED TO:</p> <ul> <li>Provide technical support to the CIR Research and Evaluation team for projects that require </li><li>advanced data query and manipulation including batch geocoding and address update, text-message recall, and batch data cleaning jobs. </li><li>Participate in CIR data modernization projects. </li><li>Write programs to query the CIR to extract data and share it with NYC DOHMH leadership, New York State, and the Centers for Disease Control and Prevention (CDC) in the required formats and by deadlines. </li><li>Generate quarterly provider feedback reports including COVID-19, influenza, and other vaccination coverage rates and doses administered reports for distribution to immunization provider facilities through the CIR's Online Registry. </li><li>Coordinate or implement the design, development, and maintenance of systems to assist Senior Management in improving the operations of the CIR for the influenza and COVIP-19 vaccination campaigns. </li><li>Prepares written documentation of technical work performed. </li><li>Performs systems and database maintenance on site and at CIR's remote data center. </li><li>Diagnose and resolve technical problems related to computer software applications. </li><li>Work with DOHMH technical staff and CIR's software development vendor to ensure reliable day-to-day operations and Covid-19-related development projects. </li><li>Implement New York City Department of Health and Mental Hygiene protocols to ensure the confidentiality and security of CIR data. </li><li>Provides technical expertise and assistance for assuring and improving CIR data quality. </li></ul> <p>Qualifications:</p> <ul> <li>A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, or web development and design </li><li>Strong Java, JSP, Servlet, Apache and Tomcat skills </li><li>Strong Linux systems skills </li><li>Knowledge and experience with relational databases, specifically Oracle or Postgres </li><li>Knowledge of SQL query language </li><li>Network troubleshooting skills </li><li>Hands-on software application development experience in Java using jdbc, Windows, and Linux </li><li>Server and network hardware selection, installation, maintenance, and troubleshooting skills </li><li>Proven ability to work with end users </li><li>Ability to handle multiple and diverse work assignments in an automated environment </li><li>Strong oral and written communication skills </li></ul> <p>Additional Desired Qualities:</p> <ul> <li>Experience with stakeholder engagement and project management. </li><li>Excellent communication (verbal & written) and interpersonal skills. </li><li>Strong analytical skills and ability to manage and report complex information. </li></ul> <p>Benefits:</p> <ul> <li>Hybrid Work Schedule. </li><li>Generous Paid Time Off and Holidays. </li><li>An attractive and comprehensive benefits package including Medical, Dental and Vision. </li><li>Flexible Spending Accounts and Commuter Benefits. </li><li>Company Paid Life Insurance and Disability Coverage. </li><li>403 (b) + employer matching and discretionary company contributions. </li><li>College Savings Plan. </li><li>Ongoing training and continuous opportunities for professional growth and development. </li></ul> <p>Additional Information:</p> <ul> <li>This is a temporary grant-funded position ending in August 2027. </li><li>This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date. </li><li>Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties. </li><li>This individual will be expected to work non-business hours during emergencies. </li></ul> <p>At PHS, we place immense value on diversity within our teams, understanding that varied backgrounds and experiences significantly enhance our community and propel us toward our goals.
