This role will oversee teacher and leader evaluation systems, professional learning initiatives, and educator support structures to ensure all students have access to highly effective instruction. The director will work closely with school and district leaders, human resources, and the Office of Teaching and Learning to build capacity and align educator development efforts with strategic goals.</p> <p>The Director of Educator Effectiveness collaborates with school leaders to design, implement, and refine educator evaluation systems that promote professional growth and instructional quality. The Director supports principals and administrators in effectively utilizing observation and feedback tools to enhance teaching and learning outcomes. The individual also leads professional development for school leaders on best practices in coaching, supervision, and instructional leadership.</p> <p>The Director of Educator Effectiveness also analyzes educator performance data in partnership with school leaders to identify trends and inform school-wide improvement strategies. The director ensures compliance with district, state, and federal guidelines related to educator evaluation and effectiveness. The Director also fosters a culture of continuous improvement by promoting equity, excellence, and data-informed decision-making across all schools.</p> <p>QUALIFICATIONS AND REQUIREMENTS</p> <ol> <li> <p>Master's degree from an accredited college or university.</p> </li><li> <p>A New Jersey Principal Standard Certificate or a Certificate of Eligibility for Principal is required. New Jersey Standard or Certificate of Eligibility for a School Administrator is preferred.</p> </li><li> <p>A minimum of five (5) years of successful teaching experience.</p> </li><li> <p>Minimum of five (5) years of experience in instructional leadership, school/district administration, and a proven record of educator development.</p> </li><li> <p>Extensive knowledge of the New Jersey Professional Standards for Teachers and School Leaders, the New Jersey Professional Development Standards, and the New Jersey Student Learning Standards.</p> </li><li> <p>Knowledge of "Best Teaching Practices" as identified in relevant research.</p> </li><li> <p>Strong understanding of the Newark Teachers Union labor contract related to teacher observations, evaluations, and ratings.</p> </li><li> <p>Demonstrated expertise in educator evaluation systems, instructional coaching, and adult learning theory.</p> </li><li> <p>Strong analytical, project management, and interpersonal communication skills.</p> </li><li> <p>Strong skill set in providing feedback and consistent formative and low-inference feedback with clear coaching and next steps for educator growth.</p> </li><li> <p>Experience working in a diverse, equity-focused educational environment.</p> </li></ol> <p>BASIC FUNCTIONS AND RESPONSIBILITIES</p> <ol> <li> <p>Designs and implements programs to support the growth and development of administrators and leaders through ongoing professional coaching and mentoring.</p> </li><li> <p>Supports the development of district leaders through monthly presentations, conferences, norming sessions, and office hours.</p> </li><li> <p>Serves as one of the district's representative committees established by the Newark Teachers Union labor contract, including the Evaluation Framework Committee.</p> </li><li> <p>Collaborates with the Office of Staff Development in supporting district administration with guidance of the School Improvement Panels and School Leadership Councils, including analysis of data collected and recommendations made by these groups.</p> </li><li> <p>Updates and revises the Evaluation Framework Guidebook as necessary.</p> </li><li> <p>Ensures that all school leaders comply with professional development requirements set forth by the State of New Jersey and are informed of professional development opportunities for their administrative and teaching staff in educator effectiveness.</p> </li><li> <p>Plans and delivers professional learning opportunities for school leaders in collaboration with vendors, local universities, and nearby colleges.</p> </li><li> <p>Facilitates the work of district committees involved in professional development in educator effectiveness.</p> </li><li> <p>Commits to significant on-site presence at school locations to support school leaders by norming and interpreting evaluation data to inform areas of instructional focus.</p> </li><li> <p>Responds to requests from principals and department chairpersons for creating customized professional development and facilitation services related to educator effectiveness.</p> </li><li> <p>Observes, supports, and evaluates office personnel as assigned.</p> </li><li> <p>Designs and implements a district-wide vision and framework for educator effectiveness, aligned with state standards and district priorities.</p> </li><li> <p>Leads cross-functional teams to continuously improve evaluation tools and professional development models related to this work.</p> </li><li> <p>Analyzes data to identify trends, needs, and the impact of effective systems on teacher performance and student outcomes.</p> </li><li> <p>Oversees developing and refining educator evaluation processes, ensuring compliance with state regulations and district policies.</p> </li><li> <p>Disseminates pertinent information to stakeholders about the statutes that govern all evaluation mandates.</p> </li><li> <p>Provides training and calibration for evaluators, including principals, instructional coaches, and district staff.</p> </li><li> <p>Monitors the implementation and consistency of evaluation practices across schools.</p> </li><li> <p>Designs and coordinates high-quality professional learning aligned to evaluation outcomes and instructional priorities.</p> </li><li> <p>Supports differentiated growth opportunities, including coaching, mentorship, and leadership pathways.</p> </li><li> <p>Partners with the Office of Teaching and Learning to ensure content alignment.</p> </li><li> <p>Collaborates with the Office of Human Resources to align recruitment, hiring, and retention strategies with educator effectiveness data.</p> </li><li> <p>Supports together with the Office of Staff Development with induction programs for new teachers and leaders, including mentoring and onboarding systems.</p> </li><li> <p>Supports equity-focused initiatives to ensure all educators have the support needed to thrive.</p> </li><li> <p>Serves as a key liaison to school leaders, ensuring clear communication of expectations and resources related to educator effectiveness.</p> </li></ol> <p>REPORTS TO: Assistant Superintendent of Human Resource Services</p> <p>SALARY, EMPLOYMENT PERIOD, AND UNION AFFILIATION</p> <p>Salary: $156,000-$171,000 (for 2025-2026 School Year)</p> <p>Employment Period: Twelve (12) Months</p> <p>Union
