New hires are eligible to apply 30 days after their effective date of hire.</p> <p>JOB TITLE:</p> <p>Management Associate Trainee (Planning) (Capital Strategy)</p> <p>AGENCY:</p> <p>Construction & Development</p> <p>DEPT/DIV:</p> <p>Planning/Capital Strategy</p> <p>REPORTS TO:</p> <p>Senior Vice President Capital Strategy</p> <p>WORK LOCATION:</p> <p>2 Broadway</p> <p>HOURS OF WORK:</p> <p>8:30 AM to 5:00 PM or as required (7.5HR/DAY)</p> <p>COMPENSATION:</p> <p>$74,624</p> <p>DEADLINE:</p> <p>Open Until Filled</p> <p>Summary</p> <p>C&D's Planning Department leads a team that determines MTA's Capital Strategies and Investment priorities through extensive internal and external assessment and evaluation processes. The investment priorities are reflected in MTA's Twenty-Year Needs Assessment and 5-year Capital Programs, which direct hundreds of billions of dollars in infrastructure investment. In addition, the team delivers new strategies and approaches for the MTA to provide more significant benefits to the MTA and its customers through partnerships with regional and local entities to formulate and execute strategies that increase joint planning and community development, thereby enhancing the MTA's position in the region.</p> <p>The Planning Department also oversees the strategic use of MTA's capital assets to generate revenue for the agency and provide better amenities for our customers.</p> <p>The Planning Department includes several teams engaged in distinct but interrelated aspects of MTA-wide Planning:</p> <p>The Broadband Strategy team manages the expansion of cellular and wi-fi infrastructure across the MTA network, working closely with third-party providers.</p> <p>The Capital Asset Planning and Strategy team develops and pursues capital initiatives to ensure that our infrastructure serves today's - and tomorrow's - riders. Establish planning frameworks, develop intra-MTA and regional consensus about needs, and make short- and long-term recommendations to MTA HQ, public officials, the public, and the Board. Interface with other local, regional, and national stakeholders on matters related to MTA assets, risks, vulnerabilities, regional policy, and the 20-Year Needs Assessment and 5-Year Capital Plan. This includes leveraging asset condition and performance data to prioritize capital investment needs and ensure the system is built to last for future generations.</p> <p>Climate and Land Use Planning team leads the development and implementation of MTA's Capital investment strategy for climate, sustainability resilience, and land-use.</p> <p>The MTA Regional Planning team considers region-wide, long-term trends to inform our significant investments and policy approaches, particularly related to proposed network expansion. The group conducts research, analyses, and ridership forecasting to understand future travel patterns better and inform decisions that will affect the region's network for generations to come. This includes conducting feasibility studies for significant capital improvements and contributing to the development of MTA's future Capital Plans to ensure the continued mobility of the region.</p> <p>Transit-Oriented Development (TOD) team partners with the public and private sectors to promote smart growth and maximize the value of the area directly around our properties. TOD generates revenue through the sale of MTA-owned land or air rights but also seeks to locate primary trip-generating uses such as commercial offices, residences, or mixed-use developments near transit.</p> <p>The Incumbent in this position will be assigned to one of the following areas:</p> <p>Broadband Strategy</p> <p>Capital Strategy and Asset Planning</p> <p>Climate Resiliency and Land Use Strategies</p> <p>Regional Planning</p> <p>Transit Oriented Development</p> <p>Responsibilities</p> <p>Contribute and support management with the formation of capital objectives and strategies for the MTA.</p> <p>Support the development of long-range planning strategies, documents, and communication tools.</p> <p>Assist in developing business cases and comparative evaluations for multiple proposals and initiatives. Develop graphics, maps, and other visual materials.</p> <p>Foster and coordinate team relationships within the MTA operating agencies and external stakeholders. Work collaboratively with subject matter experts.</p> <p>Utilize large databases, including asset assessments, asset inventories, regional planning information, transit usage, climate risk data, and energy utilization data.</p> <p>Participate in site visits and fieldwork at various facilities and infrastructure of the MTA operating agencies, including active construction sites.</p> <p>Manage and contribute to a variety of challenging projects.</p> <p>Depending upon the assignment, the Incumbent may work various shifts/days to participate in all aspects of the organization.</p> <p>Perform other duties as required.</p> <p>Education and Experience</p> <p>Bachelor's degree from an accredited college in Urban Planning, Engineering, Economics, Geography, Architecture, Public Policy, Transportation Planning, Environmental Studies, or a related field.</p> <p>Passion for improving New York's public transit system.</p> <p>Familiarity with the MTA network and the MTA Capital Program.</p> <p>Experience with project planning and management.</p> <p>Excellent communication and interpersonal skills.</p> <p>Excellent graphics and presentation skills.</p> <p>Ability to work with all internal levels within a given organization.</p> <p>Ability to work in a high-profile, high-pressure environment effectively.</p> <p>Demonstrated ability to complete short and long-term projects effectively and as efficiently as possible.</p> <p>Demonstrated analytical capabilities and quantitative skills.</p> <p>Technical skills, including proficiency in MS Office, data analytics, visualization tools, Power BI, and spatial analysis using GIS or similar mapping tools.</p> <p>Other Information</p> <p>Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").</p> <p>Selection Criteria</p> <p>Based on evaluation of education, skills, experience, and interview.</p> <p>How to Apply</p> <p>MTA employees must apply via My MTA Portal.
