The incumbent will work as part of a project team developing all necessary project management plans, including communication plans, risk and issue logs, decision logs, etc. all in accordance with the standards established by the Project Management Office. The incumbent will be responsible in developing a project schedule, including identifying and scheduling project deliverables, milestones and required tasks using scheduling software.</p> <p>The incumbent may be responsible for supervising and guiding other Project Management staff in the development of all necessary project management deliverables, determined necessary for the non-MAGI project. The incumbent will be part of a project management team, including several vendors who will be part of a multi-year project as a result of sunsetting a legacy system.</p> <p>Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive</p> <p>appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.</p> <p>If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive</p> <p>employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.</p> <p>Non-Competitive Minimum Qualifications:</p> <p>A bachelor's degree and three years of professional experience in project management which must include planning and at least three others of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.</p> <p>a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Current certification from the from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience or a Project Management Professional (PMP) may substitute for three years of experience.</p> <p>Competitive Minimum Qualifications:</p> <p>Department of Health employee with one year of permanent or contingent-permanent competitive service as a Project Manager 2 (G-23); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 21 or above and eligible for transfer to a Project Manager 2 under Section 52.6 of the Civil Service Law.</p> <p>Preferred Qualifications:</p> <ul> <li>Project Management Professional (PMP) or Scrum Alliance Certified Scrum Master (CSM) certification </li><li>Bachelor's degree in Management or Business </li><li>Minimum 3 years leading project teams </li><li>Demonstrated experience and training as a project manager in both the Waterfall and Agile project methodologies </li><li>Demonstrated experience developing Project Management Plans detailing how the project will be planned, executed, monitored and controlled, and closed out </li><li>Demonstrated experience managing multiple projects simultaneously to successful conclusion </li><li>Demonstrates strong facilitation skills to work with individuals and groups to surface essential information and to help negotiate priorities and resolve conflicts among project team, consultants and contractors </li><li>Demonstrates strong written and verbal communication skills with an ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency users </li><li>Demonstrated ability to manage multiple priorities </li></ul> <p>Additional Comments This position is part of the NYS HELPS program.
