<p>TITLE: DIRECTOR OF STUDENT SERVICES</p> <p>REPORTS TO: SUPERINTENDENT OF SCHOOLS</p> <p>QUALIFICATIONS:</p> <ul> <li> <p>New Jersey Principal Certificate-Required</p> </li><li> <p>Experience in the administration of Pupil Personnel or Special Education preferred</p> </li><li> <p>Strong skills in communications, human relations and organization.</p> </li><li> <p>Extensive knowledge of federal and state law as well as judicial decisions relevant to the special services department.</p> </li><li> <p>A passion for students and student learning.</p> </li></ul> <p>PRIMARY FUNCTION:</p> <ul> <li> <p>Responsible for the development, implementation and evaluation of instructional programs for students determined to be in need of Special Education, Basic Skills Remediation and/or English as a Learned Language (ELL) services.</p> </li><li> <p>To coordinate district preparation for the State monitoring as related to Special Education, Basic Skills Improvement and English as a Learned Language</p> </li><li> <p>Ensure the high quality of all programs.</p> </li><li> <p>Responsible for the supervision and evaluation of the Special Services staff.</p> </li></ul> <p>RESPONSIBILITIES:</p> <ul> <li> <p>Special Education Department and all related services</p> </li><li> <p>Child Study Team</p> </li><li> <p>State and Federal Programs:</p> </li><li> <p>IDEA</p> Child Study Team Services</p> </li><li> <p>Special Services</p> </li><li> <p>Student Assistance Programs</p> </li><li> <p>Alternative Education</p> </li><li> <p>504 Programs</p> </li><li> <p>Other special programs, i.e. summer programs</p> </li><li> <p>Oversee the PreSchool Expansion Aid Program</p> </li><li> <p>Grant and proposal applications</p> </li><li> <p>Other responsibilities as designated by the Superintendent</p> </li></ul> <p>PERFORMANCE RESPONSIBILITIES:</p> <ul> <li> <p>Child Study Team:</p> </li><li> <p>Supervise and evaluate all personnel of the Child Study Teams, LDTC, Psychologists, Social Workers and secretaries.</p> </li><li> <p>Complete procedures to comply with all State and Federal Laws relating to Special Education.</p> </li><li> <p>Provide Child Study Team services to all pupils in the district.</p> </li><li> <p>Monitor CST files.</p> </li><li> <p>Conduct meetings involving CST members with parents, representatives of the schools and special education teachers.</p> </li><li> <p>Maintain liaison with outside agencies in order to provide broader services for students and families.</p> </li><li> <p>Utilize psychiatric services on a scheduled and emergency basis.</p> </li><li> <p>Provide for specialised medical evaluations (hearing, sight, other)</p> </li><li> <p>Utilize neurological services on a scheduled basis.</p> </li><li> <p>Provide a Home Instruction Program for eligible pupils.</p> </li><li> <p>Provide access to professional materials, workshops and in services trainings for CST members</p> </li><li> <p>Promote communication between the district and sending district.</p> </li><li> <p>Special Education and Related Services:</p> </li><li> <p>Recruit and assign special education teachers and teacher assistants.</p> </li><li> <p>Implement special education classes as prescribed by Federal and State laws.</p> </li><li> <p>Implement special education related services.</p> </li><li> <p>Arrange for the placement of tuition students.</p> </li><li> <p>Arrange for the development of individual education plans by special education teachers and CST members.</p> </li><li> <p>Serve as liaison for special education programs to paren, school, and community groups.</p> </li><li> <p>Reduces the tension of pupils and parents/guardians in crisis and/or need by assessing the situation, providing understanding and support and offering alternatives for action.</p> </li><li> <p>Maintain liaison with outside agencies in order to provide broader services for students and families.</p> </li><li> <p>Conduct meetings with special education teachers and CST members on a regular basis.</p> </li><li> <p>Implement a pupil evaluation system for special education pupils.</p> </li><li> <p>Arrange for the acquisition of supplies and materials and equipment for special education</p> </li><li> <p>Federal and State Programs:</p> </li><li> <p>ESSA-Every Student Succeeds Act</p> </li><li> <p>Supervise and evaluate coordinator of federal funding and secretaries.</p> </li><li> <p>Recruit and assign basic skills teachers, reading teachers and teacher's aides.</p> </li><li> <p>Arrange for basic skills programs in reading, writing and mathematics in grades K-12 in compliance with State and Federal regulations.</p> </li><li> <p>Arrange for acquisition of supplies, materials and equipment for the basic skills program.</p> </li><li> <p>Maintain a system and program evaluation.</p> </li><li> <p>IDEA</p> </li><li> <p>Provide program needs above and beyond regular requirements utilizing federal funds P.L. 94-142 Speech, Adaptive Physical Education, Occupational Therapy, Counseling, Summer Preschool Handicapped Program, Staff In-service Training.</p> </li><li> <p>BiLingual/ELL Program</p> </li><li> <p>Implement an English as a Learned Language (ELL) in compliance with all State and Federal regulations.</p> </li><li> <p>Special Services:</p> </li><li> <p>Oversee the Alternative Education and 504 programs.</p> </li><li> <p>Provide for in-service training.</p> </li><li> <p>Arrange for the acquisition of supplies, materials and equipment.</p> </li><li> <p>Oversees the district's mental health wrap-around program.</p> </li></ul> <ol start="5"> <li>Other Special Programs: </li></ol> <ul> <li>Implement other special programs such as Summer Programs. </li></ul> <ol start="6"> <li> <p>Oversee the State funded PreSchool Expansion Aid Program</p> </li><li> <p>Grants and other proposals:</p> </li></ol> <ul> <li>Seek out and submit proposals for various grants as they emerge. </li></ul> <ol start="8"> <li>Other Responsibilities: </li></ol> <ul> <li> <p>Oversee the district's nursing staff and all associated responsibilities as it relates to securing substitute agency nursing staff.</p> </li><li> <p>Assume and carry out other responsibilities as assigned by the Superintendent of Schools.</p> </li></ul> <p>TERMS OF EMPLOYMENT</p> <p>Twelve (12) months a year. Contract terms and salary to be negotiated with the Board of Education.</p> <p>In accordance with the 2022-2027 UFRAA Collective Bargaining Agreement.</p> <p>EVALUATION</p> <p>Performance of this job will be evaluated annually in accordance with provisions of the Board's policy on Evaluation of all Personnel.</p> <ul> <li>Must provide proof of NJDOE Criminal History Clearance prior to employment. </li></ul>
