Duties of this position include, but are not limited to the following:</p> <p>Duties may include, but are not limited to the following:</p> <ul> <li>Responsible for the work performed by the staff within an assigned service line, coaching and directing staff in the performance of their day-to-day duties. </li><li>Disseminate technical assistance to staff engaged in assisting customers, agencies, and their vendors, overseeing the most difficult and complex issues. </li><li>Maintain a comprehensive understanding of various BSC systems, such as SFS and FileNet, </li></ul> <p>including the ability to run reports.</p> <ul> <li>Maintain a comprehensive understanding of laws, rules and regulations as appropriate for your service line, and how to effectively apply them in diverse situations. </li><li>Monitor performance metrics, evaluate and develop corrective measures when necessary. </li><li>Provide support and advice to the entire unit on the most complicated requests. </li><li>Conduct both written and telephone communications and preparing correspondence to customers, vendors, program administrators and others regarding requesting information, the giving of assistance or advice, and the answering of questions. </li><li>Provide guidance, technical assistance and training to customer agencies and/or vendors to facilitate the appropriate processes, ensuring all control requirements are met. </li><li>Develop and implement Standard Work protocols in your unit and soliciting feedback from staff on necessary changes and improvements. </li><li>Lead and participate in team huddles and sharing your ideas and insights with staff. </li><li>Perform all duties with a "continuous improvement" mindset, offering ideas and solutions to coworkers. </li><li>Interact with customers (telephone, email, in person) in a respectful, helpful manner, and actively listening to issues and guide them through appropriate solutions. </li><li>Take a lead role in providing the best possible customer service while keeping the BSC's and the State of New York's needs in perspective. </li></ul> <p>The Business Services Center (BSC) was established in September 2012 to make Human Resources and Finance transaction processing consistent across New York State government agencies. Since its inception, the BSC has increased efficiencies and lowered costs across the state. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period. </li></ul> <p>At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p> <p>Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:</p> <p>This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level based on their experience and education.</p> <p>Required experience: professional experience providing support to finance and human resources staff in the areas of Accounts Receivable and Payable, Purchasing, Travel and Credit Card, Payroll, Personnel Administration and Benefits, and Time and Attendance. Master's and higher-level degrees in a related field will substitute for one year of required experience.</p> <p>Business Services Center Analyst level requirements:</p> <ul> <li>Business Services Center Analyst Trainee 1 (equated to SG-14): bachelor or higher degree. </li><li>Business Services Center Analyst Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience. </li><li>Business Services Center Analyst 1, SG-18: bachelor or higher degree and two years of required experience. </li></ul> <p>Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6 or 70.4 of the Civil Service Law.</p> <ul> <li>70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor's degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists. </li></ul> <p>PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.</p> <p>Individuals who possess a bachelor's degree or higher AND have 55b/c eligibility are encouraged to apply.
