<p>Type:Full TimeSalary/Pay Rate:TBDPosted Date:03/19/2025Deadline to Apply:03/21/2025</p> <p>Facilities and Services</p> <p>Position Summary</p> <p>Reporting to the Director of Public Works, the Director of Facilities and Services administers the policies and procedures established by the Director of Public Works relating to the activities of the Facilities and Services Division. Ensures that proper procedures are followed to protect the health, safety and welfare of the employees and visitors to County facilities.</p> <p>This position is designated as essential to the emergency service function of the division and is required to assist the division or department in meeting operational needs.</p> <p>Essential Functions</p> <ul> <li>Manages the everyday operations of the Facilities and Services Division, ensuring efficient services and safe facilities are provided to the public visiting County facilities. </li><li>Communicates overall Divisional functioning and needs to the Director of Public Works on a regular basis to maintain optimal performance of the Division. </li><li>Troubleshoots existing and potential issues as they arise to ensure smooth operations. </li><li>Provides directions to division supervisors to enable them to function as effectively as possible. </li><li>Assumes responsibilities and tasks of persons who report to the Director as needed. </li><li>Assists Director of Public Works in the administration of the policies and procedures established by the County Administrator and Board of County Commissioners. </li><li>Coordinates activities and operations of the employees of the Facilities and Services Division and the training of same. </li><li>Evaluates employee performance and recommends promotions. </li><li>Directs and performs administrative functions to include the review of division supervisor records, budgets, bids, grants, purchasing, accounts receivable, and benefit time. </li><li>Interviews applicants and makes hiring decisions. </li><li>Monitors and approves budget expenditures through a budgetary reporting system. </li><li>Reviews personnel requests and makes recommendations to the Director of Public Works based on fiscal policies and approved budgets. </li><li>Acts on behalf of the Director of Public Works as required. </li><li>Partners with Chief Human Resources Officer in the coordination and development of union contracts within the Facilities and Services Division. </li><li>Prepares detailed reports regarding activities and general information for distribution to the Board of County Commissioners, Management Team, Department and Division Heads, and Elected Officials. </li><li>Writes specifications and prepares contracts for the privatization of services. </li><li>Provides technical assistance to Division supervisors in the preparation of specifications and contract documents to ensure compliance with the Local Public Contracts Law. </li><li>Administers contracts and building leases. </li><li>Performs other duties as assigned by the Director of Public Works. </li><li>Responds to inquiries and complaints, acting as a liaison between Municipal and State Officials on various projects, ensuring projects are kept within budget allocations and completed on time. </li><li>Functions with limited supervision at a self-motivated pace. </li><li>Performs in a team-oriented setting, performing various tasks in a fast paced/high pressure environment. </li><li>The position is on 24-hour emergency call, 7 days per week, 365 days per year. </li></ul> <p>Essential Qualifications</p> <ul> <li>A minimum of 5 years' facility management experience. </li><li>10 years of supervisory experience. </li><li>Any combination of education and experience satisfactory to the Board. </li><li>Certified Public Works Manager or the ability to become certified. </li><li>Ability to manage facility maintenance operations. </li><li>Ability to analyze information and make decisions. </li><li>Ability to analyze, develop, and interpret County policies. </li><li>Ability to establish and maintain effective working relationships with officials, department heads, employees, and the public. </li><li>Ability to take a leading role by providing needed advice and assistance. </li><li>Basic knowledge of County policies and procedures. </li><li>Knowledge of governmental operations, management, County, State and Federal requirements, and budget procedures. </li><li>Computer proficient. </li><li>Valid NJ driver's license. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Thorough knowledge of public policy, including County policies and procedures. </li><li>Thorough knowledge of applicable regulations, procedures, and responsibilities. </li><li>Knowledge of theories, methods, and practices in facility maintenance </li></ul>
