<p>Position Summary</p> <p>Position is responsible for the supervision of employees and processes related to permitting the following: Class 2 Residential Structural, 1-2 Family Residential Drainage, Heating & Cooling, Plumbing, and Electrical, Class 1 and Class 2 Wrecking, and all Zoning Permits. Position also provides zoning research and verification by the Department of Business and Neighborhood Services, when necessary. The role will coordinate regularly with the Department of Metropolitan Development, the Department of Public Works, and internal/external partners. Given the different permit types that might be associated with a single project, this role is expected to coordinate regularly with fellow DBNS permitting leadership to ensure efficient review and issuance of related permits. This position is expected to function as an expert in these areas of responsibility as work performed in this position has a direct impact on the life safety and quality of life for the residents of Indianapolis and its visitors.</p> <p>Agency Summary</p> <p>The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of all residents in the City of Indianapolis. We value diversity in perspectives and experiences among colleagues and the residents of this city of whom we serve.</p> <p>Position Responsibilities</p> <ul> <li>Provides training, direction, supervision, and disciplinary action for direct reports. </li><li>Responsible for day-to-day oversight of review processes related to all Class 2 residential plan review, Class 1 and 2 Electrical, Mechanical, and Plumbing Permit application review, and all commercial and residential Wrecking and Improvement Location Permit plan review. </li><li>Responsible for monitoring productivity, obtaining, and analyzing data trends, and identifying process improvements necessary for providing efficient and effective services. </li><li>Must be able to understand broader permitting workflows across the department in order to coordinate with peer management on issues and service delivery. </li><li>Must possess conflict management skills and be able to solve practical problems with tact, diplomacy, and persuasiveness in dealing with a variety of people in a variety of situations. </li><li>Provides recommendations to Administrator and Deputy Director for applicable ordinance changes, when necessary. </li><li>Responsible for interviewing and hiring for positions reporting directly to this position. </li><li>Assists with technology system requirements discovery and testing related to permitting and other applicable workflows. </li><li>May be required to attend occasional City-County Board, Commission, or Council meetings, which may be held outside of normal working hours. </li><li>Testifies before trade boards and in court proceedings when necessary. </li><li>The Manager must ensure staff are adhering to the HR City-County Handbook guidelines and telework policies. This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time. </li></ul> <p>Qualifications</p> <p>A bachelor's degree is preferred or, in lieu of a degree, the candidate must have at least four (4) years of work experience in a position that required expertise in supervision, customer service, conflict management, public administration and/or interpretation and application of technical content. A combination of education and related work experience totaling four (4) years is acceptable. Excellent and professional written and verbal communication skills. Must have and retain a valid Indiana Driver's license and have ability to operate a City-issued vehicle when necessary. Proficient in computer, smartphone, and office equipment knowledge. Incumbent will be required to use Microsoft Word, Excel, Outlook, GPS software and general internet use. Employee will be trained on internal software programs.</p>
