<p>Duties and Responsibilities</p> <ul> <li>Responsible for having an overall knowledge of the projects assigned to Project Managers. </li></ul> <p>o Knowledge of projects is sufficient to answer inquiries in the Project Managers absence.</p> <p>o Responsible for taking all necessary measures to assure that each staff member is meeting schedules and performing assigned duties and tasks satisfactorily.</p> <p>o Review and recommend action on projects.</p> <p>o Review and approve outgoing correspondence, Payment Vouchers, P.S.&E.'s and other documents, prepared by Project Managers under direct supervision.</p> <p>o Resolve major project issues with Project Managers in a timely manner.</p> <p>o Ensures assigned Project Manager's files are organized and up to date.</p> <p>o Responsible for maintaining accurate information in ProjectInfo for every project assigned to the Project Manager.</p> <ul> <li>Maintain project schedule and monitor project design/Tracking and Reporting Procedures. </li></ul> <p>o Secure the initial project schedule from consultant for all assigned projects.</p> <p>o Monitor the schedule for compliance with project milestones and ensure the monthly design schedule is completed and submitted on time.</p> <p>o Assure that each assigned project meets the scheduled advertising date.</p> <p>o Provide effective liaison and follow-up on various stages of review submittals involving Traffic, District Offices, Utilities, Environmental, ROW, and Cities/Towns to maintain the schedule.</p> <p>o Obtain all formal approvals required for the appropriate design stages.</p> <p>o Keep project files constantly updated and organized.</p> <p>o Provide comprehensive project status reports for Priority Projects meetings.</p> <p>o Be responsive to Supervisors and the Unit Manager.</p> <p>o Keep Supervisors informed of any major issues/problems relevant to advancement of the project.</p> <ul> <li>Responsible for all administrative duties associated with a consultant contract. </li></ul> <p>o Serve as Chairperson on Design Selection Committees for projects.</p> <p>o Review project scopes and workhour estimates and negotiate fees for contracts or individual assignments.</p> <p>o Provide timely reviews and sign-off of Payment Vouchers (PVs) for processing by the Payment Voucher Unit.</p> <p>o Monitor contract provisions to ensure that Extensions of Time and Additional Funding Requests are reviewed and processed when required.</p> <p>o Prepare and process contract completion forms.</p> <ul> <li>Other requirements essential to manage projects. </li></ul> <p>o Conduct Design Public Hearings and Public Informational Meetings and ensure that all written comments as a result of the hearing are answered.</p> <p>o Assist other Project Managers within the Unit, when directed by the Supervisor or Unit Manager.</p> <p>o Respond to inquiries by letter, phone, or through Supervisors in a timely manner.</p> <p>o Perform cursory review of Plans, Specifications and Estimates for compliance with MassDOT standards.</p> <p>o Prepare Consultant Evaluation Reports.</p> <p>o Prepare construction contract award documents.</p> <p>o Demonstrates a thorough understanding of MassDOT's standards as described in the Standard Specifications for Highways and Bridges and the Highway Design Manual.</p> <p>o Review and understand each new edition of the Supplemental Specifications and each new Engineering Directive.</p> <ul> <li>Design Schedules </li></ul> <p>o Provides new and updated schedules for design projects on time.</p> <ul> <li>Consultant Evaluations </li></ul> <p>o Performs consultant evaluations promptly after 25% submission and PSE submission.</p> <p>This position is eligible for a five thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.*</p> <p>II. A Bachelor's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience.*</p> <p>III. A Graduate degree with a major In civil engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (8) experience.•</p> <p>NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.</p> <ul> <li>Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. </li></ul> <p>NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
