<p>The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.</p> <p>The New York City Police Department (NYPD) is the largest and one of the oldest municipal police departments in the United States. Within NYPD's Deputy Commissioner, Management & Budget is the Architecture and Engineering Services Section (AESS). AESS designs and project manages a vast variety of construction projects. AESS has an Energy group associated with the section. The energy team reviews, designs, calculates and implements energy projects.</p> <p>Reporting to the Energy Manager of NYPD, the team coordinates with the Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM) to reduce energy and greenhouse gas emissions through improved operations and maintenance (O&M) practices at each department facility. The Energy Team will work with DEM, NYPD Agency management, Energy Liaison Office (ELO) and individual facilities to compile and analyze data for program development and performance measurements.</p> <p>Specific duties will include, but are not limited to:</p> <ul> <li>Identifying and quantifying energy conservation opportunities associated with HVAC systems, controls, building envelope, boilers and chillers </li><li>Assessing energy audits completed by third party consultants and contractors </li><li>Performing field testing on facilities equipment for calculation data points (e.g., facility energy audits); conducting site investigations; providing field verification through witnessing and testing to ensure project quality and adherence to design </li><li>Performing technical calculations (using temperature bin analysis methods) and energy modeling to estimate potential energy savings from projects (including but not limited to RCM and ECMs); performing calculations using to calculate energy savings associated with mechanical HVAC equipment and systems </li><li>Assisting with commissioning oversight for new projects. Specifically: </li><li>Meeting with the design and construction team to review project goals, schedules, and design, construction, and commissioning documents </li><li>Reviewing specifications and design documentation to ensure the systems can be properly commissioned and maintained - Reviewing the commissioning verification sheets and test procedures </li><li>Conduct Re-commissioning at existing NYPD facilities Conducting M&V on the back end to validate actual savings. </li><li>Supporting Energy Team as directed. </li></ul> <p>WORK LOCATION: 1 Police Plaza</p> <p>WORK HOURS/ SHIFT: 8:00 AM - 4:00 PM</p> <p>ENERGY CONSERVATION SPECIALIST - 22430</p> <p>Preferred Skills</p> <p>Preference will be given to candidates with the following qualifications: A degree is engineering or a related field. At least two years of experience in energy management, commissioning, or mechanical or electrical engineering. Experience in analyzing and presenting energy information. Candidates with a NYS Professional Engineer licenses, as well as Building Operator Certification-Level 1 certification, Certified Energy Manager (CEM), Certified Energy Auditor (CEA), Certified Building Commissioning Professional (CBCP), and/or Certified Measurement and Verification Professional (CMVP) credential and/or experience creating and conducting Measurement and Verification Plans per the International Performance Measurement and Verification Protocol (IPMVP) are preferred. Good technical writing and verbal communication skills. Experience auditing commercial or institutional energy bills. Knowledge of applicable Energy Codes and Standards Experience analyzing and presenting utility/energy information. Knowledge of commercial and industrial utility billing. Knowledge of energy market dynamics. Knowledge of new and emerging trends in the area of energy efficiency. Aptitude for energy conversion calculations including weather normalization. Ability to analyze and present complex data sets using the City's databases, Microsoft Excel and Power Point. Knowledge of database management on Microsoft Access and integrated workflow management systems.
