<p>Position Summary</p> <p>The Senate Assistant Chief Clerk (Assistant Chief Clerk) is a nonpartisan position that reports to the Chief Clerk and Director of Operations. The Assistant Chief Clerk is responsible for implementing the strategies and vision established by Senate Leadership and the Chief Clerk. The Assistant Chief Clerk serves as general counsel for the Wisconsin State Senate and for the Committee on Senate Organization. The Assistant Chief Clerk also serves as the point of contact for public records, public meeting, and ethics laws as they relate to the Senate. In addition, the Assistant Chief Clerk serves as a back-up to the Chief Clerk, and assists in managing the day-to-date administrative, financial, and the coordination of ceremonial operations of the Senate Chief Clerk's Office, as required. The responsibilities of this position are broad in scope and performed with significant independence under the general direction of the Chief Clerk.</p> <p>Salary Information</p> <p>The annual salary range for this position is $86,352 - $131,676, dependent on skills, experience, and qualifications.</p> <p>Qualifications</p> <p>Examples of Work Performed</p> <ul> <li>Engage in the application of laws, rules, policies, and precedent to fact-specific situations affecting the Senate. </li><li>Provide advice to Senate offices on matters relating to open records, public meetings, ethics, rules, and policies. </li><li>Provide assistance with day-to-day supervision of the operation and staff of the Office of the Senate Chief Clerk, including managing staff workloads and work schedules. </li><li>Provide assistance with Senate budget development and business operations, as necessary. </li><li>Analyze business procedures/workflows and provide project management to support efforts to modernize Senate operations. </li><li>Serves as a back-up to the Chief Clerk. </li><li>Performing all additional duties or services assigned to the office of the Chief Clerk by custom, practice, or tradition or assigned to the office by law, legislative rule, Senate policy, directive of the Senate, or directive of the Committee on Senate Organization. </li></ul> <p>Required Knowledge, Skills and Abilities</p> <ul> <li>Ability to learn the rules and precedents of the Senate chamber; </li><li>Ability to learn the legislative process; </li><li>Knowledge of administrative principles and practices; </li><li>Ability to manage and administer the Senate Chief Clerk's Office in an impartial and nonpartisan manner; </li><li>Knowledge of applicable computer word processing, spreadsheet, and database programs; </li><li>Knowledge of state government; </li><li>Ability to manage the Senate budget, which includes multiple individual office accounts; </li><li>Ability to act as the records custodian for the Senate, to manage public records requests for the Senate Chief Clerk's office, and advise/be a resource to Senate offices on how to respond to records requests; </li><li>Ability to work collaboratively with non-partisan service agencies, including creating the Senate's biennial budget request with the Legislative Fiscal Bureau; </li><li>Ability to maintain confidentiality in the performance of assigned duties; </li><li>Ability to communicate effectively and concisely, both verbally and in writing; </li><li>Ability to deal tactfully and courteously with the expectations of Legislators and the general public; </li><li>Ability to establish and maintain collaborative working relationships with others; </li><li>Ability to work independently in a fast-paced and rapidly changing environment; </li><li>Ability to understand and apply rules, regulations, policies, and procedures; </li><li>Ability to prepare correspondence and administrative reports; </li><li>Ability to be resourceful and act independently; and, </li><li>Ability to respond effectively to the most sensitive inquiries or concerns. </li></ul> <p>Minimum Training and Experience</p> <ul> <li>Graduate of a law school of recognized standing and possession of a Juris Doctor (J.D.) degree. </li><li>Ability to practice law in the State of Wisconsin. </li><li>Four (4) years of legal experience in the area of government, legislative, or public administration law, or equivalent areas of law. </li></ul> <p>Law Degree Recommendation/Enhancement</p> <ul> <li>A law degree is required for this classification. (NOTE: It is recommended that either the Chief Clerk or the Assistant Chief Clerk possess a law degree (Juris Doctor)). </li><li>Staff who possess a law degree are eligible for a 4-step gridding (pay step) enhancement. </li></ul> <p>Physical Requirements (with or without reasonable accommodations)</p> <ul> <li>Repetitive movement of hands and fingers - typing and/or writing. </li><li>Occasional to frequent sitting, standing, walking, stooping, kneeling, or crouching. </li><li>Reach with hands and arms. </li><li>Ability to communicate information and ideas so others will understand.
