<p>Job Advertisement</p> <p>The City of Keene's Public Works Department is looking for an individual to join their Engineering Division as a Civil Engineer! This position performs planning project development design cost estimation permitting layout work and budget monitoring for environmental stormwater water sewer street and other City projects and programs! Responsibilities include but are not limited to: • Manages coordinates and oversees the work of outside engineering consultants and surveyors and reviews and implements the engineering recommendations prepared by outside consultants for various infrastructure systems. • Develops manages and monitors long-term Public Infrastructure improvement plans schedules and budgets. • Designs project plans prepares cost estimates specifications and contract documents for a variety of public infrastructure projects including but not limited to water distribution sewer collections and drainage systems roads bridges structures dams trails and parks and other City projects and programs. • Plans and conducts robust community engagement using a variety of formats and media including public presentations individual meetings social media public opinion polls and newspaper and radio interviews. • Performs inspections on City projects and Planning Board site plans for compliance with City standards. Note: This position is subject to standby duty and call-back during non-regular working hours weekends and holidays. During the construction season and emergency response events this position is subject to longer working hours. Public meetings presentations and City Council meetings as needed are scheduled outside of regular working hours. Requirements include but are not limited to: • Bachelor's degree in Civil or Structural Engineering plus 3-5 years of professional civil engineering experience; or an equivalent combination of education and experience. • NCEES Fundamentals of Engineering examination is required and the Professional Engineer's License in the State of NH is desired! • Proficiency in using computer-aided design (AutoCAD Civil 3D) as well as various engineering software applications such as ArcGIS HydroCAD WaterCAD and SewerCAD. Job Description: Civil Engineer.pdf THE CITY OF KEENE IS AN EQUAL OPPORTUNITY EMPLOYER.</p> <p>Essential Duties and Responsibilities</p> <ul> <li>Manage; coordinate; and oversee the work of outside engineering consultants and surveyors. </li><li>Review and implement the engineering recommendations prepared by outside consultants for various infrastructure systems. </li><li>Assist in the development and monitoring of long-term Public Infrastructure improvement plans; schedules; and budgets. </li><li>Manage and administer projects funded through a variety of federal and state grant programs; including coordination between City departments and outside funding agencies. </li><li>Responsible for the preparation of design; cost estimates; specifications; and contract documents for a variety of public infrastructure projects including; but not limited to; water and sewer mains; drainage systems; roads; and small pre-fabricated bridges. </li><li>Conduct field inspections of public works construction projects. </li><li>Responsible for the administration of construction contracts including; but not limited to; public relations; review of financial documents; tracking of schedules; preparation of change orders; and coordination with outside agencies and other City Departments. </li><li>Prepare reports and recommendations on current and proposed public works Infrastructure. </li><li>Direct engineering technicians in the conduct of project-specific tasks. </li><li>Conduct topographic and planimetric surveys of project sites for the purpose of developing project base maps. </li><li>Assist the City engineer and consultants with presentations to the public; City boards; commissions; committees; and the City Council. </li><li>Provide engineering support to Public Works operational division in the completion of in-house maintenance; repair; and construction projects </li><li>Provide engineering services to other departments; as needed. </li><li>Assist the public in resolving and understanding engineering related issues. </li><li>Maintain awareness of current and emerging technology and methods in the engineering field. </li><li>This position is subject to stand-by duty and call-back during non-regular working hours; weekends; and holidays. In particular; during the construction season this position is subject to long working hours of 50-60 hours per week. </li><li>Fulfills the duties of the City Engineer when required. </li></ul> <p>Customers</p> <p>City of Keene employees; the public; contractors; engineering firms; state agencies.</p> <p>Directs the daily work of Engineering Technicians and Field staff on a project-by-project basis.</p> <p>A. Education and/or Experience</p> <p>Bachelor's degree in Civil or Structural Engineering plus three to five years professional civil engineering experience; or equivalent combination of education and experience.</p> <p>B. Language Skills</p> <p>Ability to read; analyze; and interpret common scientific and technical journals; financial reports; and legal documents. Ability to respond to common inquiries or complaints from customers; regulatory agencies; or members of the business community. Ability to write reports; business correspondence; and procedure manuals. Ability to present information effectively and respond to questions from groups of managers; clients; customers; and the general public.</p> <p>C. Computer Skills</p> <p>Proficiency using the Microsoft Office suite; computer-aided-design (AutoCAD Civil 3D); as well as various engineering software applications such as ArcGIS; HydroCAD; WaterCAD; and SewerCAD; etc.</p> <p>D. Mathematical Skills</p> <p>Ability to comprehend and apply mathematical principles of algebra; calculus; ; quadratic and differential equations; and statistics. Ability to work with abstract concepts such as data analysis; modeling; optimization; and proof of theorems.</p> <p>E. Reasoning Ability</p> <p>Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas; scientific equations; graphs; etc.) typically encountered in the field of engineering. Ability to deal with a variety of abstract and concrete variables.</p> <p>F. Certificates; Licenses; Registrations</p> <p>NCEES Fundamentals of Engineering examination; required.</p> <p>Professional Engineer's License in the State of NH; desired.</p> <p>Physical Demands</p> <p>The employee is regularly required to stand; walk; sit; use hands to finger; handle; or feel; and talk or hear. The employee is occasionally required to reach with hands and arms; climb or balance; stoop; kneel; crouch; or crawl; and taste or smell. The employee will occasionally lift and/or move up to 50 pounds. Specific vision abilities include close vision; distance vision; color vision; peripheral vision; depth perception; and ability to adjust focus.</p> <p>Work Environment</p> <p>The noise level is quiet to moderate in the office but may be loud in the field. Environmental exposure varies depending on the site being inspected where there may be exposure to moving mechanical parts fumes or airborne particles toxic or caustic chemicals and outdoor weather conditions.
