<p>The employee will conduct professional work in the field of crime research and analysis using a variety and range of professional techniques and computer software to gather, analyze and distribute crime analytical and statistical reports in the form of maps, charts, and verbal descriptions to aid in crime control, prevention programs, and allocation of resources. The employee works under the general direction of a supervisor with opportunity for the use of independent judgement in carrying out assignments. Characteristic work includes the collecting, reviewing and organizing of criminal information and statistical data from all available sources, including (but not limited to) the Uniform Crime Reporting (UCR) system, the National Incident-Based Reporting System (NIBRS), the Spillman Records management system, the CAD system, field interview reports, intelligence sources, media open source data, internet sites, online social networks, crime bulletins, crime reports, informational surveys, and information from other agencies in order to study and analyze past and existing crime series, patterns, trends, and to develop victim and suspect demographics.</p> <p>The employee shall extract and analyze various types of data to identify offenders and to project crime trends, series, patterns, and geographically link specific criminal incidents-all utilizing manual and automated systems. The employee shall import and query database information using a variety of professional software so it can be analyzed both spatially and temporally and assist in performing tactical, strategic, and operational crime analysis necessary for planning all types of law enforcement and community strategies. Link analysis, telephone analysis, financial analysis, event flow charts, and timeline analysis shall also be conducted. The employee will provide input and direction for command staff relating the use of said analytical products for intelligence -led policing. </p> <p>The employee shall use electronic spreadsheets, desktop publishing, presentation, and statistical software to manipulate, analyze, and/or present data in the form of crime alert bulletins, maps, charts, graphs, geocoding databases to map entities, and other forms of output used to present intelligence information relating to the association of individuals and establishments. </p> <p>The employee shall maintain appropriate confidentially of records, files, and materials produced and perform related work as required. Related responsibilities within the departments body-worn camera (BWC) program include: </p> <ul> <li>Ensure all body-worn camera footage in the Digital Evidence Management System (DEMS) is properly tagged/categorized and can be easily accessed and cross referenced with incident reports </li><li>Reviewing and redacting BWC footage to ensure that sensitive footage of victims and innocent bystanders is appropriately modified to protect their privacy and safety in accordance with Ohio Public Records Act </li><li>Assisting with the processing public records requests </li><li>Operating a computer to enter, retrieve, review or modify data in the DEMS verifying the accuracy of entered data and making corrections when necessary </li><li>Preforming other duties as assigned and related work as required by supervisor </li></ul> <p>Any prospective employee for this position must also have strong interpersonal skills, be familiar and comfortable with creating presentations and presenting reports in front of an audience, and possess a Bachelor's degree ( Master's preferred) in one of the following field: Criminal Justice, Crime Analysis, Sociology, Journalism and Communications. The prospective employee must also have a practical and working knowledge with the following software and processes: Electronic reporting and record systems, ArcGIS or equivalent mapping software, Adobe Acrobat, MS Word, PowerPoint, Microsoft Excel, OSINT, and other software deemed necessary by the hiring authority. All candidates for employment with the City of Youngstown must be a resident of Mahoning County or an Ohio County that is adjacent to Mahoning County at time of hire.</p> <p>Applicants must meet the above required qualifications to be considered</p> <p>EXAMINATION INFORMATION:</p> <p>TYPE: RAINING AND EXPERIENCE EVALUATION: Applicant's grade will be determined based on Education and Experience found in the application and resume.</p> <p>NOTE: Each applicant is required to submit a detailed resume of his/her education and experience at the time of filing application.</p> <p>NOTE:THE CIVIL SERVICE COMMISSION RESERVES THE RIGHT TO REVIEW AND EVALUATE ANY AND ALL INFORMATION CONTAINED IN THE APPLICATION OR RESUME. LACK OF HONESTY WILL RESULT IN IMMEDIATE REMOVAL FROM THE ELIGIBILITY LIST.</p> <p>BONUS POINTS WILL BE ADDED TO PASSING SCORES (70%) ON THE FOLLOWING BASIS:</p> <p>20% - MILITARY (DD-214 showing 180 days of active duty service and proof of honorable discharge required) 15% - Reserve Component - upon completion of entry-level training.</p> <p>15% - PROOF OF CITY RESIDENCY (Submit four (4) different proofs of residency from one (1) year ago and four (4) different current proofs of residency - total of 8) Proof of Residency must be scanned and emailed to civilservice@youngstownohio.gov</p> <p>NOTE:ALL COPIES OF DIPLOMAS, LICENSES, CERTIFICATES, AND RESUMES MUST BE UPLOADED AT THE TIME OF FILING. Original college transcripts are required as verification of educational attainments. If you are a veteran and wish to claim the military preference credit, please upload a PDF COPY of FORM DD-214 showing proof of honorable discharge. </p> <ul> <li>As provided for in Youngstown City Ordinance ORD-11-244 and in accordance with the City of Youngstown Charter, Section 52 (E) any candidate who is a bona fide resident of the City of Youngstown for at least one year immediately prior to an entry level examination and remains a resident citizen of the City of Youngstown throughout the selection process, as determined by the Civil Service Commission, at the time of filing his or her application for examination, shall, if a passing grade is attained, have a credit of fifteen percent (15%) added to his or her raw score. The Applicant must show proof of residency by providing the following: Driver's License, Bank Statements, Utility Bills, Mortgage Release/Lease, and/or Insurance Statements. In order to be considered applicants must submit four (4) different proofs of residency from one (1) year ago and four (4) current proofs of residency (Total of 8) </li></ul>
