New hires are eligible to apply 30 days after their effective hire date.</p> <p>Opening:</p> <p>The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. The MTA network comprises the nation's largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined. MTA strives to provide a safe and reliable commute, excellent customer service, and rewarding opportunities.</p> <p>Position Objective:</p> <p>The Financial Analyst Level I, II, and III provides varying levels of support and analysis dependent on the level to the Management and Budget Unit. The Financial Analyst role is responsible for assisting in the development, administration and oversight in all labor and non-labor categories of the Bridges and Tunnels operating budget. Key activities include assisting in the development of the labor expense budget; producing critical headcount and overtime reports; working with departmental budget heads and liaisons on developing their operating and programmatic budgets; coordinating the preparation and delivery of all agency budget submissions to MTA Headquarters; assessing the appropriateness and funding availability for departmental expense requisitions; tracking and analyzing expenses for operating budget development, monthly reporting, and ad hoc analytical projects.</p> <p>Responsibilities:</p> <ul> <li>Develop budgets and projections for future years for the departments of Operations, Maintenance, Law, Revenue Management and others as needed. </li><li>Track actual expenses for non-labor categories against the budget, investigate differences, provide variance explanations. </li><li>Undertake economic, revenue and/or expenditure research projects as needed. </li><li>Contribute toward the writing and production of the Year-End Report, Annual Reports, Financial Plan narratives, and others. </li><li>Assist in the development and monitoring of the personnel budget, including capital reimbursable hours. </li><li>Other duties as assigned. </li></ul> <p>Required Knowledge/Skills/Abilities:</p> <p>Analyst - Level I</p> <ul> <li>Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook. </li><li>Proficiency in and/or ability to learn communication and interpersonal skills. </li><li>Proficiency in and/or ability to learn organizational and presentation skills. </li><li>Proficiency in and/or ability to learn to work with all internal levels within a given organization. </li><li>Proficiency in and/or ability to learn communicate and interact well with external agencies. </li><li>Proficiency in and/or ability to learn completing short- and long-term projects effectively and as efficiently as possible. </li><li>Proficiency in and/or ability to learn analytical and/or quantitative skills. </li></ul> <p>Analyst - Level II</p> <ul> <li>Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook. </li><li>Knowledge of Multidimensional Database Management systems such as Hyperion Essbase or related system. </li><li>Must possess excellent communication and interpersonal skills. </li><li>Must have demonstrated ability to learn organizational and presentation skills. </li><li>Must be able to work with all internal levels within a given organization. </li><li>Must possess ability to communicate and interact well with external agencies. </li><li>Must possess ability to complete short- and long-term projects effectively and as efficiently as possible. </li><li>Must possess analytical and/or quantitative skills. </li></ul> <p>Analyst - Level III</p> <ul> <li>Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook. </li><li>Must possess excellent communication and interpersonal skills. </li><li>Must possess strong organizational and presentation skills. </li><li>Must possess demonstrated ability to work with all internal levels within a given organization. </li><li>Must possess demonstrated ability to communicate and interact well with external agencies. </li><li>Must possess demonstrated ability to complete short- and long-term projects effectively and as efficiently. </li><li>Must possess demonstrated analytical and/or quantitative skills. </li></ul> <p>Required Education and Experience:</p> <p>Analyst - Level I</p> <ul> <li>Bachelor's degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree. </li></ul> <p>Analyst - Level II</p> <ul> <li>Bachelor's degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree. </li><li>Minimum 2 years related experience. </li></ul> <p>Analyst -
