<p>Position Summary</p> <p>This position will implement several short-term special projects as part of the Department of Homeland Security (DHS), Homeland Security Exercise Evaluation Program (HSEEP) exercise and training program for Wisconsin Emergency Management.</p> <p>The Exercise Officer Senior will report to the Wisconsin Emergency Management Training & Exercise Section Supervisor. The Exercise Officer Senior will develop, conduct, and evaluate all-hazards exercises in accordance with the HSEEP all-hazards exercise-training program. This position will conduct needs assessments to determine the appropriateness of local and state exercise programs and ensure that appropriate training is developed and/or delivered in accordance with established State and Federal guidelines and procedures to achieve uniformity, quality control, and safety. This position will work closely with Wisconsin Emergency Management Region Directors and program managers, state agency staff, non-governmental agencies, private industry, and elected and appointed officials in the development, conduct, and evaluation of exercises. The Exercise Officer Senior will provide exercise program strategy and planning for the development, conduct, and evaluation of the state Capstone Exercises and yearly SEOC exercises. This position will provide guidance and technical support to the Wisconsin Emergency Management Region Directors and program managers, state agency staff, and local/tribal governments in the development, conduct, and evaluation of exercises.</p> <p>The Exercise Officer Senior performs special exercise projects and assignments on behalf of local governments as directed by the Division's supervisory and management personnel. Duties are performed with extensive latitude for independent decision-making and are performed independently with minimal supervision by the Training & Exercise Section Supervisor. This position also requires travel and interaction with various levels of government and government officials requiring knowledge of local government practices and exceptional interpersonal skills.</p> <p>Salary Information</p> <p>Starting pay is $35.35 per hour. This position is in the 81/03 pay schedule/range. A 12-month probation will be required.</p> <p>For current permanent state employees, pay will be set in accordance with the State Compensation Plan.</p> <p>The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.</p> </li></ul> <p>Qualifications</p> <p>Candidates who meet minimum qualifications will have experience with:</p> <ul> <li>Assisting and/or conducting exercises and training with multiple stakeholders. </li><li>Conducting, writing, reviewing, and evaluating corrective action improvement plans for state, local, county, and tribal governments for their emergency response capabilities. </li><li>Dealing with diverse groups such as stakeholders and customers, including federal, state, and local government agencies as well as the private sector. </li></ul> <p>In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications:</p> <ul> <li>Experience administering exercise or training programs with multiple emergency management or emergency response stakeholders. </li><li>Experience with independent responsibility for implementing a project, including tracking from design to completion, with or without the inclusion of facilitating a work group as part of the project. </li><li>Developing and writing emergency plans, procedures or assessments; developing and conducting training; developing and conducting an exercise, conducting after-action reviews and evaluating disaster/crisis plans/activities, etc. </li></ul> <p>Your resume and letter of qualification are very important parts of your application.
