New hires are eligible to apply 30 days after their effective date of hire.</p> <p>JOB TITLE:</p> <p>Assistant Vice President, Deputy Program Executive (B&T)</p> <p>AGENCY:</p> <p>Construction & Development</p> <p>DEPT/DIV:</p> <p>Delivery/ Bridges & Tunnels</p> <p>REPORTS TO:</p> <p>Vice President Deputy Program Executive</p> <p>WORK LOCATION:</p> <p>Queens Midtown Tunnel</p> <p>HOURS OF WORK:</p> <p>7:00 AM to 3:30 PM or as required (7.5HR/ DAY)</p> <p>HAY POINTS:</p> <p>1358</p> <p>SALARY RANGE:</p> <p>$150,843 to $197,982</p> <p>DEADLINE:</p> <p>Open Until Filled</p> <p>Summary</p> <p>The AVP provides strategic integration and leadership in the planning and execution of a facility's Capital & Operating projects working within the Bridges & Tunnels Business Unit in MTA Construction & Development. Plans, directs and implements the design and construction of the bridge or tunnel structure or infrastructure and provides field coordination and implementation of the contract documents for the entire facility programs. Manages all real state coordination with outside agencies such as NYSDOT, NYCDOT, The Port Authority of NY&NJ, ConEd, NYCDEP, NYCDPR, USCG, LIPA, and technical support functions to protect the interests of the facility. In addition, the AVP serves as the primary manager of all risk evaluation and mitigation, asset management, and technical expertise in all technical matters concerning the facility.</p> <p>Responsibilities</p> <p>The AVP will provide vision and leadership for cross-departmental capital & operating program management policies, procedures, and processes.</p> <p>The AVP is responsible for successfully managing and mentoring staff to enable the facility to deliver complex capital & operating projects.</p> <p>Identify issues and risks and ensure timely resolution and mitigation.</p> <p>Recommend solutions to executive management for the resolution of critical issues.</p> <p>Manages program activities to minimize the impact on agency operations and the public.</p> <p>Coordinate program activities with the executive and senior leadership teams, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.</p> <p>Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.</p> <p>Ensure that safety and Quality are an integral part of program operations.</p> <p>Manage and monitor progress against the agency and program goals.</p> <p>Manage comprehensive document control and retention.</p> <p>Manage staff selection, coaching training development evaluation and discipline/termination as needed.</p> <p>Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.</p> <p>Education and Experience</p> <p>Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.</p> <p>Must have a minimum of fourteen (14) years of related experience</p> <p>Must have a minimum of ten (10) years in a construction program/program management or supervisory role in a large, multi-faceted organization.</p> <p>Competencies:</p> <p>Licensed Professional Engineer required.</p> <p>PMP and CCM Certifications are preferred.</p> <p>A Masters Degree is preferred.</p> <p>Significant experience in program management for major construction programs with highly complex systems is preferred.</p> <p>Experience leading and managing contractors, subcontractors, or vendors.</p> <p>The ability to apply a broad range of complex technical information to the day-to-day needs of the facilities, as well as the numerous capital and operating projects.</p> <p>Excellent communication and interpersonal skills.</p> <p>Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization.</p> <p>Demonstrated ability to work in a high-profile, high-pressure environment effectively.</p> <p>Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.</p> <p>Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive</p> <p>process improvements.</p> <p>Must possess excellent team-building, listening, problem-solving, and prioritization skills.</p> <p>Other Information</p> <p>Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").</p> <p>Selection Criteria</p> <p>Based on evaluation of education, skills, experience, and interview.</p> <p>How to Apply</p> <p>MTA employees must apply via My MTA Portal.
