<p>This is a repost.  Previous applicants must reapply to be considered.</p> <p>This position with NCDOT offers full State Benefits , competitive salaries and many career development opportunities. </p> <p>This posting is for an Engineer III Regional Traffic Engineer position in the Blue Ridge Mountains Regional Traffic Engineering office based in Fletcher, Henderson County, NC.  This position works primarily in Highway Divisions 13 and 14. This position is responsible for performing a full range of independent traffic operations and safety field reviews including investigation, analysis, and safety countermeasure recommendations for Highway Safety Improvement Program and Fatal Crash locations.  This position reviews TIP roadway, signal, signing, marking, and traffic management plans and makes traffic engineering design recommendations, creates and/or approves traffic ordinances, and responds to a variety of internal and external customer requests.</p> <p>The position prepares economic benefit-cost analysis of safety countermeasures to secure support for and funding of traffic safety and mobility improvement projects while working with Divisions and municipalities to get projects on the ground. This process, from development to construction, is intended to occur in a short period of time. The goal is to identify an issue, develop a remedy, and construct the countermeasure in a short duration to maximize the benefit for the traveling public.  This process provides an opportunity to make immediate safety and mobility improvement impacts.  The countermeasures selected are often innovative and inventive, making NCDOT leaders of technology and implementation of many safety improvements.  The areas of safety improvement focus to reduce fatalities and serious injuries in NC through safety countermeasure implementation include lane departure, frontal impact, pedestrian, and bicycle crashes.</p> <p>Collaborates and coordinates with NCDOT Highway Divisions, Regional Traffic, Mobility & Safety and DOT HQ staff, local municipalities, and other internal and external safety partners to deliver a full range of traffic studies, safety, operational and regulatory investigations, problem diagnoses, countermeasure assessments, and development of effective and constructible solutions. Extensive travel, active site work, and year-round exposure to traffic and field conditions are required. Investigative and analytical work performed requires complex problem research and problem solving and the ability to prioritize, make, document, and defend independent evidence driven decisions under pressure and constraints.  The engineer also performs special safety studies & safety initiatives that support NCDOT's Mission & Goals and NCDOT's Strategic Highway Safety Plan, as well as critical customer service responsiveness, sensitivity, and delivery.  </p> <p>The Regional Traffic Engineer position requires knowledge of the principles and practices of transportation engineering and highway safety and the demonstrated ability to prescribe data and evidence driven solutions to often complex and sensitive traffic safety, mobility, and engineering problems.  Applicants must demonstrate familiarity with and ability to skillfully apply: Manual on Uniform Traffic Control Devices, Highway Safety Manual, ITE Traffic Engineering Handbook, AASHTO Greenbook, SAP Tools, Microsoft Office Productivity Suite, Traffic Engineering Accident Analysis System (TEAAS), and North Carolina and Federal codes, regulations, and statutes.</p> <p>Applicants must submit an application that clearly reflects work experience that demonstrates the following:</p> <ul> <li>Working knowledge of transportation engineering and civil engineering principles and practices  </li><li>Demonstrated ability to read, review, and interpret engineering plans  </li><li>Experience in transportation analysis and transportation field investigation techniques  </li><li>Experience prioritizing tasks, managing multiple projects simultaneously, and organizing work effectively and efficiently  </li><li>Experience with computers and business software </li></ul> <p>Additional Expectations</p> <p>Applicants are expected to have the ability to work cooperatively and collaborate with diverse citizen and stakeholder groups.  The engineer should have adaptable communication skills that are essential for engaging with diverse agencies and fostering collaborative solutions for safety improvements.  Registration as a Professional Engineer in North Carolina is preferred.</p> <p>Work requires the ability to safely and frequently travel long distances to conduct outdoor, day and night field investigations through the full range of live traffic, environmental, and terrain conditions.</p> <p>Some state job postings say you can qualify by an "equivalent combination of education and experience."
