<p>POSITION ANNOUNCEMENT</p> <p>Director of NYESS and Employment Policy</p> <p>Grade 27</p> <p>Full Time Annual Salary: $98,692 - $110,719</p> <p>The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently seeking a qualified candidate to serve as a New York Employment Services System (NYESS) Director of Employment Policy, Division of Adult Community Care, in Albany, New York.</p> <p>The core mission of NYESS is to improve employment outcomes for people with disabilities, with a particular focus on those connected to and being supported by NYS OMH programs. The NYESS Unit is seeking a candidate to fill the Director position as part of a team dedicated to the implementation of the OMH Employment Plan, which includes an emphasis on training and technical assistance, data infrastructure, benefits advisement and financial literacy, and coordination both within OMH infrastructure and with essential interagency partners.</p> <p>This position is dedicated to the promotion of Employment First principles and evidence-based practices such as Individual Placement and Support (IPS) and Supported Employment, with a particular focus on psychiatric rehabilitation and improving outcomes for individuals receiving mental health supports and services.</p> <p>Responsibilities will include but are not limited to:</p> <ul> <li>Overseeing a team of subject matter experts and program support professionals; </li><li>Implementing the OMH Employment Plan throughout the OMH program infrastructure; </li><li>Acting as a subject matter expert on issues related to employment services, including an awareness of how wages impact public benefits; </li><li>Developing policy and supporting implementation of such policy; </li><li>Overseeing technical assistance and supports to community-based programs; </li><li>Collaborating with state partners on matters pertaining to employment services, psychiatric rehabilitation, shared initiatives, and collaborative technical assistance; </li><li>Conducting data analysis and preparing reports, and </li><li>Presenting at conferences and in other forums. </li></ul> <p>Minimum Qualifications</p> <ul> <li>A master's degree and 2 or more years of experience in human services or public health, or a bachelor's degree with 4 or more years of experience in human services or public health, or an associate's degree with 6 or more years of experience in human services or public health. </li><li>4 years' experience leading and managing a team of professional staff </li></ul> <p>Preferred Qualifications</p> <ul> <li>Experience and education in the principles and practice of psychiatric and/or vocational rehabilitation in the mental health field and related person-centered practices. </li><li>General understanding of employment services and vocational rehabilitation models currently available in NYS, a familiarity with benefits advisement in relation to employment, how wages affect public benefits, and knowledge of NYESS and its associated resources. </li><li>Comfortable developing and facilitating training for providers on any related topic. </li><li>Able to exhibit strong leadership, self-direction, excellent time management and prioritization skills, and have an ability to organize competing demands. </li><li>Strong written and verbal communication skills and feel comfortable representing OMH in a professional capacity. </li><li>Strong computer literacy, including proficiency in Microsoft Office (Word, PowerPoint, Outlook, and Excel) and virtual meeting platforms such as Webex and Microsoft Teams. </li><li>Understand the basic principles of Supported Employment and IPS </li></ul> <p>Work Location:</p> <ul> <li>44 Holland Avenue, Albany, NY 12229 </li><li>Telecommuting and schedule to be discussed in interview. </li></ul> <p>To Apply: Submit an application on our website at http://corporate.rfmh.org.
