<p>This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.</p> <p>JOB OBJECTIVE: To serve as custodian to all property and evidence received into the property room of the Little Rock Police Department by retrieving property and evidence and transporting to property room; processes and enters into a computerized property inventory database and places in secure areas; maintains appropriate chain of custody in compliance with all applicable Federal and State laws, statutes and rules, regulations, policies and procedures of the Little Rock Police Department Property Room.</p> <p>ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES</p> <ul> <li>Serves as custodian to all property or evidence received into the property room of the Little Rock Police Department by retrieving property and evidence and transporting to property room in compliance with all applicable Federal and State laws, statutes and rules, regulations, policies and procedures of the Little Rock Police Department Property Room. </li><li>Retrieves evidence and property from Police Department substations and transports to Departmental property room in compliance with all applicable policies and procedures; accepts submitted evidence and property from authorized Police personnel; conducts a pre-inventory inspection of all packages to ensure integrity and evidentiary value; transports property and evidence from the property room to other locations (i.e. Arkansas Crime Lab) and ensures compliance with applicable policies and procedures; advises supervisor of any problems, issues or discrepancies. </li><li>Processes and enters detailed records into computerized property inventory database for all evidence and property received; sorts and stores property and evidence in secure areas and maintains appropriate chain of custody in compliance with all applicable rules, regulations, policies and procedures; completes forms and documents chain of custody through computer-generated labels and printouts. </li><li>Testifies in court regarding the integrity of the evidence storage process including the chain of custody, storage and transportation of evidence. </li><li>Conducts audit of property and evidence stored in property room to ensure all property, evidence, files, and records are stored and accounted for in compliance with applicable policies and procedures; notifies supervisor of issues; removes items, where ownership cannot be determined, from storage and prepares them for appropriate disposal in compliance with all applicable policies and procedures. </li><li>Verifies all property and evidence leaving property room by reviewing property label information and computerized inventory report; ensures compliance with all policies and procedures; makes recommendations to supervisor for procedure improvements; implements upon approval. </li><li>Accepts and stores firearms and other weapons; reviews firearm information sheet upon acceptance of weapon to ensure it is accurate and complete; maintains all required evidentiary paperwork; maintains communication with appropriate personnel regarding disposition of property; prepares for removal; notifies supervisor as to current status. </li><li>Provides assistance to the Police Property Room Supervisor in preparing of a list of items meeting established criteria for disposal by means of destruction, online auction, returning to owner, or converting to City property; removes those items from storage with supervisory approval. </li><li>Provides assistance in the destruction or disposal of property such as weapons, narcotics, etc. in compliance with all applicable policies and procedures; serves as witness to the destruction or disposal or property; updates computerized inventory database of property disposal. </li><li>Verifies identification of individuals prior to the release of property; conducts research to determine if individuals have outstanding warrants, misdemeanor or felony convictions prior to the release of fire arms utilizing an Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) computer terminal. </li><li>Notifies property owners by mail of stored property items that are eligible for release; ensures the disposition and computerized entry of each item of property is in compliance with established policies and procedures. </li><li>Contacts appropriate parties in reference to stored evidence to determine when the evidence can be scheduled for disposal and notifies supervisor as to the current status; ensures the proper disposition and chain of custody of all stored evidence is in compliance with established procedures. </li><li>Conducts research relative to the disposition of court cases involving evidence to determine when evidence can be disposed of. </li><li>Maintains all established safety policies and procedures for the handling of possibly contaminated and infected evidence and property to include firearms, weapons, controlled substances, needles, biologically contaminated substances and other potentially toxic exposures, such as bodily fluids, odors and decomposition matter; notifies supervisor of potential issues with property. </li><li>Gather and displays evidence as requested for review by prosecutors, defense attorneys, and other individuals; ensures evidence is handles in compliance with applicable policies and procedures. </li><li>Maintains a clean, safe and orderly condition of the Police Department's property storage room and ensures the proper placement, maximum space utilization, organization, and inventory entry of items within the property room. </li><li>Answers a multi-line telephone; answers questions and provides information to law enforcement officers and property owners regarding the status of evidence and property stored in main property room. </li><li>Monitors inventory of supplies and ensures substations have necessary supplies, including envelopes, evidence tape, and labels to properly store evidence and property; notifies supervisor when additional supplies are needed. </li><li>Provides assistance to the Police Property Room Supervisor in the preparation of monthly, quarterly, semi-annual and annual inventory and property disposition reports, and other correspondence. </li><li>Operates a computer with database, spreadsheet, and word processing software in the performance of essential job functions. </li><li>Operates a City pool automobile in the performance of essential job functions. </li></ul> <p>SUPERVISORY RESPONSIBILITIES: None.</p> <p>MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS</p> <p>These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school and one (1) year of experience in property storage or inventory control, or a related area; one (1) year of personal computer experience. Equivalent combinations of education and experience will be considered.</p> <p> </p> <p>ADDITIONAL REQUIREMENTS: </p> <ul> <li>Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position. </li><li>Must possess Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) Level 1 certification within six (6) months of employment and maintain certification for the duration of employment in this position. </li></ul> <p>DISCLAIMER: This document does not create an employment contract, implied or otherwise.</p> <p>APPLICATION REQUIREMENTS</p> <p>None.</p> <p>SECONDARY DUTIES</p> <ul> <li>Performs other related duties as assigned. </li></ul> <p>KNOWLEDGE, SKILLS AND ABILITIES</p> <ul> <li>Knowledge of storeroom or warehouse storage methods, principles and practices. </li><li>Knowledge of inventory control principles and practices. </li><li>Knowledge of property storage principles and procedures. </li><li>Knowledge of law enforcement evidentiary procedures and practices. </li><li>Knowledge of weapons safety and storage. </li><li>Knowledge of property auction practices. </li><li>Knowledge of computer fundamentals and business software, including spreadsheet and word processing software. </li><li>Skill in the operation of a computer, utilizing spreadsheet and word processing software. </li><li>Skill in the operation of an automatic transmission vehicle. </li><li>Ability to learn and apply the rules and regulations governing the auction and destruction of property. </li><li>Ability to learn and apply the laws, rules and regulations governing the receipt and control of evidence and property obtain by the Police Department. </li><li>Ability to interpret and apply Federal, State and local policies, procedures, laws and regulations relative to property and evidence. </li><li>Ability to learn and apply safety rules and procedures for handling, clearing and storage of various firearms and weapons. </li><li>Ability to learn and apply the proper procedures for processing and storing hazardous and bio hazardous materials. </li><li>Ability to catalog and store evidentiary items for presentation in criminal proceedings. </li><li>Ability to maintain detailed records regarding the chain of custody of evidence. </li><li>Ability to testify in court regarding the integrity of the evidence storage process. </li><li>Ability to learn, apply and interpret ACIC/NCIC system codes. </li><li>Ability to compile information and prepare various concise and accurate reports. </li><li>Ability to maintain a computerized property inventory system. </li><li>Ability to communicate effectively, both orally and in writing. </li></ul> <p>PHYSICAL REQUIREMENTS - REPRESENTATIVE OF THOSE REQUIRED TO PERFORM THE JOB</p> <p>The physical demand characteristics and activities indicated below are representative of those that will be required to successfully perform the essential functions of this job.
