Therefore, we encourage individuals from all backgrounds, perspectives, and experiences to consider employment with the City of Janesville and serve the residents of "Wisconsin's Park Place".</p> <p>OBJECTIVE:</p> <p>Under administrative direction of the Library Director, the Operations Manager is responsible for the coordination of maintenance of the library buildings, grounds and equipment, supervision of the building maintenance technician and custodial staff, and managing vendor and contractor relationships.</p> <p>RELATIONSHIPS:</p> <p>Reports to: Library Director</p> <p>Supervises: Building Maintenance Technician, Custodial Staff</p> <p>Has regular work contacts with library staff and management, city staff, vendors, contractors and the general public.</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. </p> <ul> <li>Arranges and coordinates necessary actions to keep the library's physical facilities operating safely, effectively and efficiently. This includes periodic major maintenance projects, building repairs, ongoing and preventive maintenance, code compliance, the Bookmobile, and some cleaning/custodial work. </li><li>Participates in planning, budgeting and policy/procedure development for all maintenance functions. </li><li>Establishes work priorities and work schedules of the workgroup's personnel; sets work standards, rules, and regulations for operations. Completes follow-up with workgroup to ensure tasks complete. </li><li>Supervises the custodial and building maintenance staff, recommends new hires, promotions, demotions, and discharge of employees in workgroup, when needed. Evaluates job performance, provides effective job training, and recommends appropriate personnel actions </li><li>Develops and maintains strategic relationships with key suppliers and vendors. Identifies new suppliers and vendors when necessary. Manages vendor and supplier selection based on price, quality, support, capacity, and reliability. </li><li>Coordinates with key staff to maintain a safe and secure facility. Manages the fire, panic alarm and building security system. </li><li>Oversees and coordinates room set up requests. </li><li>Assists in capital improvements to the library facility. </li><li>Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices. </li><li>Performs other special projects and other job duties as assigned or required during regular and non-business hours. </li><li>All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster, or the City Emergency Operations Center has been initiated. </li></ul> <p>The requirements listed below are representative of the knowledge, skill and/or ability required to successfully perform the essential duties of the position.</p> <p>Education and Experience </p> <ul> <li>A High School diploma or equivalent is required. </li><li>A minimum of five (5) years of experience in operations, maintenance, and repair of buildings and facilities is required </li><li>A minimum of two (2) years of supervisory or lead experience is required. </li><li>A valid, state-issued driver's license at time of hire is required. </li></ul> <p>OTHER QUALIFICATIONS</p> <p>The qualifications listed below are preferred, but not required to perform the essential duties of the position. The absence of these qualifications on a candidate's application does not preclude them from consideration</p> <ul> <li>An associate degree or trade school coursework in construction management, facilities management, business or public administration, or a closely related field from an accredited college or university is desirable </li><li>Bilingual proficiency in English and Spanish enhances our ability to communicate with a broader range of children and families. </li><li>Experience working in a library or educational institution. </li></ul> <p>A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements. </p> <p>COMPETENCIES</p> <p>For successful performance in this position, the incumbent must demonstrate the following knowledge, skills, abilities, and behaviors.</p> <p>Knowledge: </p> <ul> <li>Working knowledge of the principles, practices, methods, and procedures as applied to HVAC, building, plumbing, electrical, and mechanical maintenance and repair. </li><li>General knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, troubleshooting, and repair activities. </li><li>Working knowledge of materials, tools, equipment, and procedures used in floor cleaning, repair of cleaning equipment, carpentry, and locks. </li><li>General knowledge of the occupational hazards, safety measures, and precautions of the plumbing, mechanical, and electrical trade. </li><li>Working knowledge of blueprints, drawings, diagrams, manuals, specifications, codes, and ordinances. </li></ul> <p>Skills:</p> <ul> <li>Organizational and time management skills to prioritize duties and accomplish a high volume of work product while adapting to constant changes in priority. </li><li>Exceptional communication skills, both verbally and in writing, paired with a strong customer service background, and effective interpersonal skills </li><li>Collaboration skills to effectively work with others to achieve common goals through communication, teamwork, and problem-solving. </li><li>Strong research and analytical skills, including the ability to analyze quantitative and qualitative data, evaluate, and articulate recommendations with a strong focus on the best outcome for the community. </li><li>Project management skills to guide, manage, and direct projects in alignment with the City's strategic plan. </li><li>Critical thinking skills to effectively analyze situations and solve complex or technical problems in a timely manner. </li><li>Accurate record-keeping and data-reporting skills to prepare and present standard reports. </li><li>Intermediate level of technical proficiency skills, including computer applications and software such as Microsoft Office and Adobe Acrobat </li></ul> <p>Abilities:</p> <ul> <li>Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone. </li><li>Ability to perform basic mathematical calculations, including the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, and to compute percentages. </li><li>Ability to make decisions according to applicable laws, regulations, established procedures, and the directives of the Library Director and Library Board. </li><li>Ability to learn and apply new technology for efficient and effective operations. </li><li>Ability to comply with all safety policies, practices, and procedures, and report all unsafe activities or conditions to supervisor. </li><li>Ability to maintain a valid, state-issued driver's license. </li></ul> <p>Behaviors:</p> <ul> <li>Establish and maintain effective working relationships with library staff and management, city staff, vendors, contractors and the general public. </li><li>Exhibit exceptional professionalism, tact, and decorum in all areas of work duties. </li><li>Strong ethics base built upon integrity, honesty, initiative, and respect; An individual in this position is frequently involved in active and sedentary work. This position regularly walks, stands, stoops, kneels, crouches and exerts up to 50 pounds of force by lifting, carrying, pushing, pulling, or otherwise moving objects. The employee is frequently required to see/observe, talk/speak and listen/hear; use their hands to finger, handle, feel or operate objects and equipment. The employee may be required to climb or balance in unusual situations. </p> <p>Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of equipment. Employee is required to use cognitive ability to reason, analyze and verbalize thoughts and ideas. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials or tasks.</p> <p>The employee will spend the majority of the working day inside or outside and speaking with other employees or members of the public. The position requires occasional contact with dirt, dust, noise, fumes, odors, vibrations, heat, cold, wetness and humidity. In rare occasions, exposure to electrical and mechanical hazards, sudden temperature changes, darkness, fire hazards, chemical hazards, and explosives, heights above 10 feet, injury or traffic may occur. Employee must be aware of the need to create a safe work environment when working on projects around staff or patrons. </p> <p>A regular Monday-Friday, 40-hour work schedule is required for this position.
