<p>ESSENTIAL FUNCTIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of knowledge, skill, and/or ability required.</p> <ul> <li>Work to ensure that everyone inside the Yard, own as well as subcontractors, are safe and are performing their work in accordance with HPSI's values. </li><li>Ensure that all HPSI safety procedures, rules and regulations are followed and met. </li><li>Strict confidentially about information and facts of their job, management and business strategies. </li><li>Maintain professional managerial responsibilities in reference to company proprietary information, such as costs, man-hours, contracts and other pertinent information. </li><li>Ensure their responsibility area: </li><li>Preparation of project work scopes, building locations and schedules. </li><li>Verify and approval workshop drawings, materials, rigging and lifting arrangements, inspection procedures and final work completion. </li><li>Prepare work scopes and selected subcontractors for fixed price and direct labor contracts. </li><li>Assure safety procedures are clearly communicated, understood, and followed. </li><li>Ensure the continuous improvement of processes and procedures. </li><li>Ensure the necessary skills, training and knowledge transfer of employees/supervision required for long term development and sustainability of ship construction projects. </li><li>Identify and correct deficiencies in the production process, schedule, and safety with the appropriate corrective actions. </li><li>Develop optimal conditions for safe and compliance work areas. </li><li>Develop and implement improvement and optimization of equipment, workflows, material controls and quality. </li><li>Recommend capital improvement projects based on shipbuilding best practices to assure HPSI is competitive, including cost calculations, work scope and implementation schedules. </li><li>Communicate both verbal and written across multiple support departments including production, engineering, material control, planning, quality, HR, suppliers and others as required. </li><li>Ensure that effective working hours are followed. </li><li>Ensure pre-outfitting meets the specifications and owner/class inspections. </li><li>Perform other related duties as required and assigned. </li></ul> <p>COMPETENCIES</p> <ul> <li>Able to communicate effectively with all levels of the organization, both verbally and written </li><li>Resource planning </li><li>Budgets and estimating </li><li>Decision making/problem solving </li><li>Adaptability and organizational skills and understanding </li><li>Integrity </li><li>Conflict resolution </li><li>Strategic thinking </li><li>Stress management </li><li>Willingness and ability to work as a team member </li></ul> <p>SUPERVISORY RESPONSIBILTY</p> <p>Responsible for direct reports in various phases of projects, including HPSI own and subcontracted professionals.</p> <p>EDUCATION AND EXPERIENCE</p> <ul> <li>Engineering degree in technical disciplines and/or 10 years' extensive specialized experience in pre- and final outfitting in shipbuilding methodologies, processes, safety, classification rules/standards, and inspection and ship owner's representation. </li><li>Knowledge and experience in HSE policies and procedures with the ability to implement and maintain a safe working environment. </li><li>Detailed construction knowledge of outfitting and vessel piping systems such as: </li><li>Ballast/sea water </li><li>Lube oil </li><li>Hi pressure hydraulics </li><li>Pressure testing </li><li>Pumps </li><li>Valves </li><li>Chilled water </li><li>Steam </li><li>Co2/Inergen </li><li>Electrical cable trays </li><li>Structural machinery foundations </li><li>Other project specific systems </li><li>Management experience in large scale operations in multiple areas and locations within the shipyard. </li><li>Ability to manage and direct Foreman/Supervisors and 100 plus workforce. </li><li>Detailed knowledge of international shipbuilding standards and specifications of the following classification societies: ABS (American Bureau of Ships), DNV (Det Norske Veritas), Lloyds and GL (Germanisher Lloyd) </li><li>Outfitting Manager core competencies: </li><li>Detail knowledge and experience in pre-outfitting risks and hazards: </li><li>Heights, scaffolding and aerial equipment procedures </li><li>Equipment preservation and protection </li><li>Lifting and rigging - knowledge of rigging gear, weights and limits </li><li>Confirmed space - risks and procedures </li><li>Hot work - risks and procedures </li><li>Vessel system pretesting - risks and procedures </li><li>Structural Outfitting - detailed drawings </li><li>Accuracy Control in setting up equipment </li><li>Workforce - training and development </li></ul> <p>WORK ENVIRONMENT</p> <p>Environmental exposures are similar to those found in most heavy industrial settings and may include noise, heat, cold, vibration, dust, fumes and smoke. Work may be carried on indoors or outdoors and may involve exposure to inclement weather conditions.</p> <ul> <li>Philly Shipyard is a TOBACCO FREE facility. </li></ul> <p>PHYSICAL DEMANDS</p> <p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. A range of motion sufficient to perform general lifting, carrying, bending, stooping, climbing, working at heights, extended walking or standing, etc. is required.
