<p>Under the direction of the Director of Engineering, shall perform professional engineering services with a predominate focus on utility engineering; is responsible for leading and/or participating in the planning, budgeting, contract management, public relations, design, and construction administration of assigned utility capital Improvement projects, capital maintenance projects, asset management, private development and right of way permit reviews, in addition to providing technical support to other city departments.</p> <p>Starting Salary Range: The starting salary is between the minimum and midpoint of the range ($89,606.40 - $109,761.60). Candidates will start at the minimum of the range unless their skills, experience, education, or other factors exceed the qualifications for the position. This position is open until filled.</p> <ul> <li>May Serve as City Engineer in his or her absence. </li><li>Leads the city's efforts to comply with MS4 and National Pollutant Discharge Elimination Systems (NPDES) Phase II requirements. </li><li>Prepares and/or assists with the preparation of contracts, specifications, and legal notices for receiving bids and awarding contracts; prepares and evaluates RFQ process for consultant selection; administers consultant contracts; coordinates the schedule and progress of consultant's work including preliminary approval of invoices. </li><li>May serve as project manager for assigned capital improvement projects; manages and/or oversees design, public involvement, environmental, right of way, utility coordination, bidding, construction, inspection, and close out phases of utility (sanitary, storm, and domestic potable water) and site civil projects. </li><li>Provides significant assistance to the engineering team within the plan review & approval processes of private commercial and residential development projects; reviews plats, easements, stormwater drainage calculations, Stormwater pollution prevention plans, site grading plans, water and waste water capacities, metering and backflow requirements and other associated studies, calculations, reports, and specifications. </li><li>Performs utility engineering duties including the ongoing evaluation of the collection and distribution systems and develops short- and long-range plans for system sustainability, resiliency, expansion and improvements. </li><li>Monitors and coordinates work of consultants involving utility infrastructure by reviewing plans and reports for compliance with city code, standards, policies, schedules, and budgets. </li><li>Provides technical expertise and guidance to members of the Engineering Department, other City Departments, consultants, and other interested parties. </li><li>Investigates resident requests (e.g., performs technical research; drafts written responses and provides telephone responses concerning utility infrastructure, sewer and water, drainage, and other engineering-related issues) </li><li>Prepares and presents complex, routine and non-routine reports </li><li>Assists with budget preparation </li><li>Regular, predictable, and punctual attendance is required. </li></ul> <p>Knowledge, Skills and Abilities</p> <p>Knowledge Of:</p> <ul> <li>Water, sanitary, and storm-water system operations. </li><li>Civil and environmental engineering principles, practices, concepts, procedures, and methods. </li><li>Public works construction practices, methods, and procedures. </li><li>Municipal government structure and processes. </li><li>Applicable state, federal and local ordinances, laws, rules and regulations. </li><li>Computer applications, software and hardware related to performance of the essential functions of the job, including computer aided drafting, City Works, Geographical Information Systems, remote system monitoring software, site and utility design, watershed modeling, survey data collection, surveying and topographic mapping. </li></ul> <p>Skill in:</p> <ul> <li>Communicating orally and in writing with internal staff, citizens, developers, contractors, other municipalities, consultants, and other departmental staff in order to give and receive information in a courteous manner. </li><li>Operating and maintaining all assigned equipment required to perform the essential functions of the job. </li></ul> <p>Ability to: (Mental and Physical Abilities)</p> <ul> <li>Establish and maintain effective working relationships with fellow employees, city officials, other government agencies, and the general public. </li><li>Sit; use hands to finger, handle, feel, or keyboard; speak and hear; lift and/or move up to 20 pounds </li></ul> <p>Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.</p> <p>Education</p> <p>Bachelor of Science degree from an accredited four-year college or university in Civil Engineering or related field.</p> <p>Experience</p> <p>Four or more years of professional engineering experience.</p> <p>Licensure or Certification Requirements</p> <p>Professional Engineering (PE) registration with the State of Ohio.</p> <p>Current and valid Ohio Driver's license with an acceptable driver's abstract to meet criteria for insurability established by the City of Gahanna.</p> <ul> <li>Updates policies, procedures, and construction and engineering standards </li><li>Researches, seeks, and administers grants. </li><li>May conduct field surveys and inspections. </li><li>May serve as backup for other positions within the Department. </li><li>Performs other related duties as assigned. </li></ul> <p>Working Conditions:</p> <ul> <li>Work is performed in a normal office environment and in the field exposing the employee to various outside atmospheric conditions. </li><li>The incumbent's working conditions are typically moderately quiet. </li></ul>
